The Senior Credit Risk Specialist serves under the general supervision of the Credit Program Manager. This position will provide the Office of Examination (OE) expert technical leadership and support in identifying and examining Farm Credit System (FCS) credit risk at the systemic and institutional level.
Duties
As a Senior Credit Risk Specialist, you will:
Maintain an expert level awareness of industry, regulatory, and FCS practices, trends, and conditions in the areas of credit risk and credit risk management.
Apply expert level skills in the following credit specialty areas identified in OE 52 including:
Advanced computer/database analysis
Mission related investments
Automated/scorecard lending
Appraisals/collateral evaluations
Rural utility and telecommunication lending
International lending
Leasing
Economic Capital
Asset Securitization
Apply expert level skills in evaluating credit portfolio management theories, practices and techniques at FCS institutions.
Provide credit risk management training to pre and post commissioned examiners.
Participate, in coordination with the Program Manager, on the development of Agency regulations, policies, informational memoranda, examination manual guidance, and other authoritative regulatory guidance and criteria.
Serve as a subject matter expert on credit and credit risk management issues with FCS institutions by maintaining ongoing informal and formal communications with the Chief Credit Officers of FCS banks and associations.
Support the Credit Program Manager by participating in the development and implementation of strategic and operational plans.
Requirements
- Must be a U.S. citizen.
- One year probationary period, unless previously served.
- Suitability for Federal employment, as determined by a background investigation.
- Submission of a financial disclosure report may be required.
- Males born after 12-31-59 must be registered for Selective Service.

Qualifications
You may qualify at the VH-40 (GS-14) band level if you have one year of specialized experience equivalent to the VH-39 (GS-13) band level in the Federal service. Specialized experience is defined as experience serving as a lead examiner (Examiner in Charge) or course instructor providing technical leadership, oversight, and training of Credit and Loan Portfolio risks to enhance adherence to laws, regulations, and safe and sound lending practices of Farm Credit System institutions.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-In-Grade Requirements: Current and former Federal employees (including VEOA eligibles) must have served one-year (52 weeks) at the next lower grade in the Federal service to meet time-in-grade restrictions per 5 CFR 300, Subpart F, by the closing date of the announcement.
Education
You may not substitute education for experience at the VH-40 band level.
