Duties
Serving as a Geographic Information Systems (GIS) Specialist GS-0150/0401/0454/1301/1370/1373/1550-11/12 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. his position is located in the Mission and Readiness Support Directorate, with Facilities Management Division
The primary purpose of this position is to serves as a Geographic Information Systems (GIS) Specialist and is responsible for the execution of GIS and geospatial activities and GIS Information Technology (IT) system, supporting planning, construction, maintenance, emergency management, security, and training for training delivery points, programs, and policies. Working with the physical, environmental, economic, social, political, and financial conditions, the position supports comprehensive, long-range visions and plans for the FLETC's Training Delivery Points (TDPs). The position coordinates, manages, plans and oversees the enterprise-wide authoritative geospatial system and its related library and databases to address all aspects of the TDP development and planning.
Typical duties include:
Develops and implements quality control and assurance measures for a geospatial database.
Oversees the administration of a GIS program in support of all planning activities for the identification and setting of requirements for the preservation, development, or control of environmental development.
Prepares and reviews policies and provides recommendations and technical and position papers/proposals relative to development of TDP's GIS.
Participates in selected aspects of special committees (ad hoc and standing) and working groups, representing the directorate on committees involving organizations, initiatives, and processes with the widest possible range of consequences.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
For the GS-11:
You qualify at the GS-11 grade level if you possess one year of specialized experience, equivalent to the GS-09 grade level in the Federal government, performing duties such as: Collecting, evaluating, analyzing, of interpolation and correlation of data. Knowledge of geospatial principals, analytics and IT systems, developing, monitoring production of geospatial data. Supporting geographic information systems and hardcopy maps generation. Understanding how GIS analytical and interpretive programs are administered. Formulating, analyzing, and revising geospatial procedures and policy. Supporting planning and programming regulations, guidelines and processes. Planning and managing processes to prepare long-range and short-range planning with broad agency program policies and objectives.
OR
3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent
doctoral degree.
OR
An equivalent combination of graduate education and specialized experience. Only graduate education in excess of the first 36 semester hours may be combined with the specialized experience.
NOTE: Only graduate education in excess of the first two years may be used to qualify for the GS-11 level.
For the GS-12:
You qualify at the GS-12 grade level if you possess one year of specialized experience, equivalent to the GS-11 grade level in Federal service, performing duties such as: Collecting, evaluating, analyzing, of interpolation and correlation of data. Developing and monitoring production of geospatial data that supports geographic information systems and hardcopy maps generation. Knowledge of geospatial principals, analytics and IT systems. Knowledge of formulating, analyzing, and revising geospatial analysis procedures and policy in support of planning and programming regulations, guidelines and processes. Knowledge of planning and managing processes to prepare long-range and short-range planning guidance in accordance with broad agency program policies and objectives.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.

Work Environment: The work is performed in an office setting although some travel may be required. Position may be required to drive a government owned or government-leased vehicle to perform duties at locations on and off-site.
Physical Demands: The work is largely sedentary in nature.
