This position is located in the Human Foods Program (HFP), Division of Safety & Facilities Management which manages HFP's Occupational Safety and Health Program in coordination with the FDA's Employee Safety and Occupational Health program. The incumbent uses applied knowledge while serving as the Programs technical advisor in the area of occupational safety, advises on and performing professional and scientific work in safety and occupational health.

Duties

GS-12 Duties: Provides expertise and advice for matters of modification to or evaluation of work processes, equipment, or facilities related to the safety and health of employees; advises management on establishing and maintaining an effective safety program. Performs inspections or surveys of work sites to identify and evaluate conditions which may be hazardous to workers' health and recommends measures to eliminate or control those hazards; anticipates health hazards and recommends preventive measures. Drafts and/or reviews environmental health and safety manuals, chemical hygiene plans, hazardous communication plans, and other documents related to laboratory safety and works with SFMS personnel to generate an acceptable final product. GS-13 Duties: Participates as a member of the Safety and Facilities Management Staff in planning, developing, implementing, and evaluating a comprehensive safety and occupational health program. Providing occupational safety and health expertise as it identifies and quantifies risks associated with potentially hazardous situations in research labs and develops practices/procedure or engineering controls to minimize or eliminate risks. Develops, schedules and conducts laboratory safety training programs in compliance with OSHA's Lab Standard. Conducts training on other safety related topics.

Qualifications

The position of Safety and Occupational Health Specialist falls under the 0018 occupational series. Basic Qualifications: Safety and Occupational Health Management Series 0018 Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. -OR- Specialized Experience (for positions above GS-5): Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include: Managing safety or occupational health program elements. Developing and recommending safety and occupational health policy to higher levels of management. Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards. Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards. Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards. Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards. Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. -AND- Minimum Qualifications: Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. The specialized experience must demonstrate one year of full-time work experience , or the equivalent if part-time (for example, an employee working 20 hours per week for a 12-month period should be credited with 6 months of experience.) Experience may have been obtained in either the federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations. GS-12: You must have 1 year of specialized experience equivalent to at least the GS-11, in the Federal service, which includes: Evaluating the safety of worksite conditions through inspections, site visits, or work site surveys; AND Making recommendations related to the health or safety of worksites (i.e. processes, equipment, facility conditions, policies, protocols) GS-13: You must have 1 year of specialized experience equivalent to at least the GS-12, in the Federal service, which includes: Evaluating the safety of worksite conditions through inspections, site visits, or work site surveys; AND Making recommendations related to the health or safety of worksites (i.e. processes, equipment, facility conditions, policies, protocols); AND Assisting with drafting or reviewing health and safety manuals, chemical hygiene plans, hazardous communication plans or other documents related to workplace safety for final document. In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. FOREIGN EDUCATION
Applicants using part, or all of their education completed outside of the U.S. to meet the qualification requirements, must have their foreign education evaluated by an accredited organization to ensure that the foreign education is comparable to education received in accredited educational institutions in the U.S. We will only accept the completed foreign credential evaluation.

To be acceptable, the foreign credential evaluation must include/describe at a minimum, the following information: (1) The type of education received by the applicant; (2) The level of education in relation to the U.S. education system, and state that its comparability recommendations follow the general guidelines of the International Evaluation Standards Council; (3) The content of the applicant's educational program earned abroad, and the standard obtained; (4) The status of the awarding foreign school's recognition and legitimacy in its home country's education system; and (5) Any other information of interest such as what the evaluation service did to obtain this information, the qualifications of the evaluator, and any indications as to other problems such as forgery.
