The Construction Control Representative position is located within the Facilities Management Service of the Oklahoma City VA Health Care System.
Duties
Duties include, but are not limited to:
Reviews or initiates proposed changes in contract requirements and makes recommendations for desirability, construction feasibility, and reasonableness of costs.
Prepares documentation and sketches of contract changes, estimates of costs for modifications, materials, and equipment, evaluating conditions at the work site, field measurements, computations, local prices, negotiates changes with contractor's representatives and presentation of data as basis for substantiating contract modifications.
Recommends progress payments based upon the percentage of work satisfactorily completed and determines any withholdings for unsatisfactory work.
Assures that all work under contract provisions has been completed and that no deficiencies exist that would preclude recommending final payment to contractor.
Incumbent furnishes all reports and data required for transfer upon completion of construction.
Assess preventive maintenance needs of a large hospital complex.
Provides professional engineering advice and direction for supporting operations, improvements, and changes to a facility.
Assists and/or oversees the construction, biomedical, energy, maintenance, operations, and in-house construction programs.
Knowledgeable of engineering procedures and practices.
Develops budget and utilizing techniques to control spending.
Manages fund control points and ensures funding is appropriately spent.
Prepares cost estimates.
Attends committees and/or meetings, makes decisions and commitments based on professional engineering knowledge, experience, and policies.
Communicates with engineering consultants.
Oversees and communicates the operational elements in engineering problems.
Knowledgeable of construction phases of projects.
Develops change orders, prepares cost estimates, and enforces construction quality assurance program.
Resolves interpretation of/or conflicts of plans and specifications with contractors.
Knowledgeable of project scoping, develops statements of work (SOWs), builds complete design document packages for construction contract solicitation.
Work Schedule: Monday - Friday, 7:30am - 4:00pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/27/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Individual Occupational Requirement: The Construction Control Technical Series, 0809 has a minimum qualification entry requirement.
You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Engineering aid or technician or surveying technician performing work directly related to construction.
Construction inspector or construction representative responsible for interpreting plans and specifications, inspecting materials and workmanship, and insuring adherence to safety requirements.
Supervisor of crafts persons, equipment operators, or mechanics engaged in construction work, provided that the experience involved responsibility for interpreting plans and specifications and inspecting workmanship for adherence to such plans/specifications. AND,
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: extensive experience and skill in applying a wide range of concepts, practices, regulations, policies and precedents; knowledge of construction industry safety standards and their application in order to determine adequacy and validity of contractor data and compliance; knowledge of common contractual requirements, terms, conditions, plans and specifications including statement of work, performance standards, contractor surveillance methods, administration and evaluation functions; skill in preparing and maintaining designs using specialized software; skill in gathering, analyzing, and maintaining statistical data and reports that monitor contract compliance; ability to communicate orally and in writing to convey information and prepare briefing papers.

Physical Requirements: The work requires some physical exertion, such as long periods of standing; walking over rough, uneven, rocky or slippery surfaces; recurring bending, crouching, stooping, stretching, climbing or similar activities; recurring lifting of light to moderately heavy items weighing less than 50 lbs. (i.e. testing or measuring equipment); and/or regular visits to construction, industrial, marine or other outdoor sites.
