You will serve as a FINANCIAL MANAGER in the Directorate for Resource Management (N8) of BUREAU OF MEDICINE AND SURGERY.
This announcement uses the Expansion of Direct Hire Authority for Certain Personnel to recruit and appoint qualified candidates to certain positions in the competitive service.
Duties
You will serve as the senior financial manager and advisor to leadership.
You will provide valuable assistance to top management in reaching decisions to control financial resources for BUMED across Navy Medicine.
You will provide integrated and comprehensive financial advice to management from the development and management of metrics, dashboards, and reports providing senior Flag/SES leadership with measures of organizational financial performance.
You will supervise planning the program within delegated limits, develop, revising, and/or adapting accounting systems, executing ledger maintenance and related operations or the classification and other recording of financial transactions.
You will successfully manage and lead the organization across two financial systems (one with Navy and one with DHA).
You will plan work to be accomplished by subordinate supervisors, sets, and adjust short-term priorities and prepare schedules for completion of work.

- This is a Financial Management Level 3 Certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Managing and overseeing multiple senior financial management staff (GS-15 level) across all elements of financial management (i.e. accounting, budgeting, audit, systems, Planning, Program Budget and Execution (PPBE) processes and financial reporting);
Interacting with high-ranking officials (Flag/SES level) within and outside the organization to include government employees, military members in BUMED, Navy, DOD, DHA and other government organizations on financial management matters;
Developing and managing accounting and budgeting systems used for financial reporting and non-financial data to represent a single total data system; AND
Planning, allocating, and managing funds into a comprehensive sound integrated financial plan and financial reporting system.
