This position is located on the Deschutes National Forest, Sisters Ranger District, Sisters Deschutes OR. This position is located on a Forest Service unit and is responsible for planning, programming, and executing work plans and projects for wilderness, recreation, trails, special uses, and other related programs. Duties

Oversee budgets and annual programs of work to achieve planned goals and objectives Strategize, develop, and review proposals for new or existing projects and plans. Analyze and determine the effects between recreation and resource management activities Engage and collaboratively work with partners to deliver recreation and specially designated areas programs Analyze and interpret data to formulate recommendations to achieve management objectives and policies. Evaluate effectiveness of recreation, special uses and specially designated areas programs to ensure changes are made as conditions arise. Maintain relationships with professional organizations and other stakeholders to advance program goals and objectives. Engage partners, volunteers, and the public to collaboratively manage congressionally designated areas and recreation programs in accordance with applicable laws and policies. Establish and communicate guidelines and performance requirements to employees including conducting formal performance reviews and identifying developmental and training needs of employees Promote and support a positive work environment to create a climate of mutual respect and integrity. Reinforce to others that offensive, harassing, and intimidating behavior will not be tolerated

Requirements

  • Must be a U.S. Citizen or National.
  • Males born after 12/31/1959 must be Selective Service registered or exempt.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. Specialized Experience Requirement: For the GS-11 grade level: You must have one-year specialized experience equivalent to the GS-09 grade level in the Federal service. Qualifying specialized experience includes meeting one or more of the following: Engage partners, volunteers, and the public to collaboratively manage congressionally designated areas and recreation programs in accordance with applicable laws and policies; or Evaluate effectiveness of recreation, special uses and specially designated areas programs to ensure changes are made as conditions arise; or analyze and determine the effects between recreation and resource management activities. OR A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. OR An appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Work Experience: Your resume must clearly document the following for each block of work experience; the beginning day, month and year the work assignment started and ended; the hours worked per week; position title, and series and grade if applicable; and description of duties performed. This information must be provided for each permanent, temporary or seasonal appointment/work assignment or volunteer work and should be clearly documented as a separate block of time. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
