You will serve as a Program Analyst in the Commander's Action Group for the Deputy Chief of Naval Operations of PERS WASHINGTON.

Duties

Coordinate manpower topics for review in the MyNavy HR decision cycle. Review principal’s calendar to determine what products are needed for upcoming engagements. Prepare a wide range of executive-level briefings, visual media materials, and talking points designed to effectively communicate MyNavy HR strategic messaging and gain the understanding and cooperation of stakeholders. Prepare advanced materials (background information, responses to questions, or talking points) for the Chief of Naval Personnel (CNP) (or designated representative) for international engagements with foreign navies or dignitaries.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

For GS-13: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate duties related to the following: 1) Advise program and policy matters related to Personnel, Manpower, and Training (PMT) that affect how the Navy designs, develops, and executes human capital programs; 2) Develop strategic communication products for internal and external recipients; 3) Provide support to the development and improvement of human capital related strategic plans; and 4) Provide guidance and assistance to My-Navy HR leadership in implementing organizational, operational, and procedural changes; programs; and projects to improve performance. For GS-12: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate duties related to the following: 1) Ability to pull relevant information from various source materials and develop a coherent product; 2) Collaborate with stakeholders to relay tasking; 3) Review principal's calendar to determine what products are needed for upcoming engagements; 4) Assist in long-term strategic travel planning and execution for executive leadership; 5) Ability to read and comprehend national and DoD strategic guidance; and 6) Ability to use Microsoft Office Products.
