The incumbent serves as a Resource Soil Scientist in a State, Area, or Field office of the Natural Resources Conservation Service (NRCS), and is responsible for providing technical soil services, completing quality assurance activities, conducting training, and managing programs and other activities within the area of responsibility. Relocation Incentive up to $20,000.

Duties

Provides area-wide leadership for technical soil services to field service centers and others that include soil databases, soil interpretations, and soil investigations. Provides technical recommendations to project soil scientists in the assigned service area. Provides area-wide leadership for all activities related to the Farmland Protection Program (FPP). Updates soil mapping on individual farms as needed and documents changes in the field office file that contains the official copy of the soil survey. Responsible for supervision of subordinate staff. Ensures quality and quantity of work, reviews work of subordinates and accepts, revises, or rejects work.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below. Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-11 grade level for consideration for the GS-12 grade level). Basic Education Requirement: Degree: Degree in Soil Science or a closely related discipline that included 30 semester hours or equivalent in biological, physical, or earth science, with a minimum of 15 semester hours in such subjects as soil genesis, pedology, soil chemistry, soil physics, and soil fertility. OR Combination of Education and Experience: Combination of education and experience: courses equivalent to a major in soil science or a related discipline that included at least 30 semester hours in the biological, physical, or earth sciences. At least 15 of these semester hours must have been in the areas specified above, plus appropriate or additional education. The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. In addition to courses in the major and related fields, a typical college degree would have included courses that involved analysis, writing, critical thinking, research, etc. These courses would have provided an applicant with skills and abilities sufficient to perform progressively more responsible work in the occupation. Therefore, creditable experience should have demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation. In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered: Specialized Experience: To qualify for the GS-12 level, you must possess at least one year of specialized experience equivalent to the GS-11 level or higher in Federal service, or comparable experience not gained through Federal service, which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position.Examples of specialized experience include: Investigating, analyzing and evaluating soil survey information and problems involving a wide variety of circumstances or unusual conditions; Resolving complex soil issues, developing new methods and practices, and modifying/adapting soils science guidelines to intricate issues. Assists in identifying and solving problems in mapping, interpretations, and classification of soils. Participates in field office quality assurance reviews and makes on-site soil investigations. Note: There is no education substitution for the GS-12 level.
