The primary purpose of this position is: To manage the Freedom of Information Act (FOIA) and Privacy Act (PA) program for Joint Base Andrews. The incumbent is responsible for implementing policy, providing guidance, program management of Freedom of Information Act (FOIA), Privacy Act (PA), and Information Collections and Reports.
Duties
Manage the Freedom of Information Act (FOIA) program. Oversees and provides guidance on FOIA programs, initiatives and management for AFDW, 316 WG, 89 AW, Presidential Airlift Group (PAG), 844 CG and sub-directorates.
Manage the Privacy Act (PA) Program. Serves as the installation representative for the PA program. Conducts thorough review of AF and MAJCOM policy and guidance to determine if supplemental guidance is required for installation implementation to protect access to information which falls under the PA during electronic transmissions.
Formulates and oversees the implementation of agency policy, guidance, and recordkeeping for FOIA and Privacy Act in accordance with agency strategic plan. Plans, organizes, directs, reviews, coordinates, and establishes controls for all FOIA and PA information requirements.
Applies broad knowledge of By Law program element policies and procedures to direct, control, implement, and execute various agency directives. Coordinates with organizational information management subject matter experts and records managers to ensure programs are fully cognizant of and integrated with technology advancements and information architecture strategies.
Serves as the By Law Programs' Team Leader and FOIA/PA manager and officer for the command. Serves as Team Leader for By Law Programs' support, administration, and accountability.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes applying knowledge of legislation, DoD regulations, and AF policies governing the Freedom of Information Act (FOIA) and Privacy Act (PA) to include in expert knowledge of technical areas, including FOIA, PA, records management, electronic recordkeeping, document management, security regulations, information management policy, program and project management, and information dissemination. Additionally, have expert knowledge of analytical and evaluative methods and thorough understanding of how regulatory programs are administered to select and apply appropriate program objectives, exemptions and restrictions, as required.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of applicable legislation, DoD regulations, and AF policy as it relates to the Freedom of Information Act (FOIA) and Privacy Act (PA) Programs, and applicable Federal and Public Laws/Executive Orders/DOD Directives/Air Force Instructions, and National Archives and Records Administration guidelines and polices governing life-cycle management of records to include electronic records and information.
Knowledge of the FOIA and PA legal exemptions process, procedures, and guidelines for Federal agencies. Skill to use information management systems software, database concepts, and peripheral storage devices associated with management of FOIA and PA.
Skill in advising management on controversial or sensitive, complex, and difficult issues and problems pertinent to FOIA and PA program objectives.
Ability to gain cooperation from others through tact, courtesy and diplomacy; establish, conduct and provide training; and advocate FOIA, PA, and/or KM programs objectives
Ability to gather, analyze, evaluate, and communicate information effectively both orally and in writing; negotiates complex issues; and maintains good working relationships.
Knowledge and ability to deliver training of USAF KM principles, concepts, practices, and analytical techniques.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience.
ADDITIONAL CONDITIONS OF EMPLOYMENT:
This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Therefore, the incumbent is required to: (a) refrain from the use of illegal drugs, and (b) if requested, submit to urinalysis testing. The incumbent may be selected for random drug testing and may be subject to reasonable suspicion testing and safety mishap or accident testing.
This position is designated as a key position IAW AFI 36-507. Duties of the position are essential to the accomplishment of wartime/contingency operations. Incumbents must be removed from their military recall status if alternatives for filling the position during an emergency are not available.
Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six-month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3 Failure to receive the proper IA certification may result in removal from this position.
