This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Realty Specialist to support the Directorate of Public Works, Master Planning Division, Fort Walker, Virginia.

Duties

Consults with professionals to determine the legal and most effective means of dealing with real estate issues. Interprets regulations and directives which affect programs for real estate acquisition, utilization, management, accounting, reporting and disposals. Independently initiates plans, and coordinates to completion of Real Property Planning actions. Presents highly controversial and policy determining problems to the supervisor with recommendations for resolution.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must complete the Army Accident-Avoidance Course
  • This position is subject to a background investigation Tier 1.
  • Must be able to obtain and maintain a state driver’s license.
  • Position requires temporary duty (TDY) business travel approximately 5% of the time.

  • Employee is required to drive a Government Owned Vehicle (GOV) to transport self, others, and/or equipment as needed.
  • The employee must possess and maintain a valid state driver's license, and any installation, DOD and/or Federal license or certification required for the type of vehicle operated.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience which includes establish and maintain the Real Property Inventory (RPI); review forms for accuracy (unit of measures, dollars, etc.); execute leases, licenses, easements, permits, and other legal agreements; review real property holdings to determine underutilized facilities and/or land; prepares Reports of Availability; and/or develops out-granting use special conditions for inclusions in Reports of Availability for lease, easement, permit, license and consent agreement. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Real Estate Development, Real Estate Market Analysis, or Real Estate Law. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
