This position is located in Grand Canyon National Park, in the Superintendent Division, within the Administrative River Operations branch.
Duties
Major Duties:
Responsible for the analysis, development, and implementation of administrative services for the Administrative River Operations Program (AROP) at Grand Canyon National Park.
Analyzes internal Division Office operations and designs and implements changes as needed to provide efficient administrative and management assistance services.
Ensures that administrative practices are in line with adjacent Grand Canyon offices and are consistent with acceptable practices, and in turn, works to strengthen the procedural operations of the park.
Serves as the division's expert on travel, time and attendance, property inventory, HR/hiring, and other administrative tasks.
Responsible for creating administrative systems and processes, serves as an administrative advisor to the AROP Leadership Team, and works to analyze and improve the efficiency and efficacy of the division's internal operations.
Additional Duties for GS-09:
Manages the divisions library of standard operating procedures (SOPs) and recommends changes in procedures considering such issues as efficiency and economy of operations.
Conducts training of standard operating procedures, generally involving administrative responsibilities of division staff.
Serves as advisor to the Division Leadership, communicating divisional and park activities and information.
Analyzes internal Division Office operations and designs and implements changes as needed to provide efficient administrative and management assistance services.
Duties will be developmental in nature when filled below the full performance level.
Area Information:
These positions are stationed at Grand Canyon National Park at the South Rim located in Northern Arizona. The South Rim is located approximately 60 miles north of Williams and 82 miles Northwest of Flagstaff at an elevation of 7,000 feet. Temperatures range from approximately 90 degrees in the summer to 0 degrees in the winter. Annual participation averages around 13 inches.
Grand Canyon Village has schools K-12, a daycare center, post office, general store, churches, a recreation center with gym, a public library, a clinic with resident physicians, and several restaurants. The park community consists of some 2,500 people, including employees of the NPS and concessionaires and their family members. There are often employment opportunities for family members in the park and surrounding areas. The park community is small enough that many employees choose to walk or bike from their homes to work. Complete shopping, educational, medical and professional services are available in Williams and Flagstaff. Flagstaff has a population of about 75,000 and has multiple K-12 public and private schools, Northern Arizona University, and diverse community, medical and other support services. Recreational opportunities include hiking, backpacking, fishing, cross-country and downhill skiing, and golfing in nearby communities.
South Rim Housing: Permanent and Term employees with a Full Performance Level (FPL) of a GS-09 or WG-8 and above will be provided the option of accepting assigned housing, participating in the normal bid system, or accepting shared housing. Permanent and Term employees with an FPL of GS-08 or WG-7 and below may be provided the option of participating in the normal bid system or accepting shared housing. Any employee assigned to shared housing may continue to bid into non-shared housing.
Qualifications
All qualifications must be met by the closing date of this announcement-12/24/2024-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.

To qualify for this position at the GS-07 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: performing administrative tasks such as travel, purchasing, and timekeeping, as well as analyzing internal Division Office operations and making recommendations for implementing changes as needed to provide efficient administrative and management assistance services. Experience equivalent to the GS-5 may be professional work at the developmental or trainee level. Generally technical work below the GS-6 level is not creditable. You must include hours per week worked.

EDUCATION: Successful completion of at least one full year (18 semester hours) of progressively higher-level graduate education, with a Major study in business management, organizational development, or other fields related to the position. NOTE: you must include a copy of your college transcripts when qualifying based on this option. Failure to provide this documentation will make you ineligible for this position.

Successful completion of a combination of education and experience as described above. For example, 6 months of specialized experience and 9 semester hours of qualifying graduate level education equals 100% of the qualification requirement. Superior Academic Achievement (SAA) at the baccalaureate level in a field directly related to this position. SAA is based on documentation of the following: Class Standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. OR Grade-point average (rounded to one decimal point of: a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; OR b.) 3.5 or higher out of a possible 4.0 (B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. OR Election to membership in a national scholastic honor society in one of the national scholastic honor societies.
To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: creating administrative systems and processes, serving as an administrative advisor to the Division's Leadership Team, and working to analyze and improve the efficiency and efficacy of the division's internal operations. Ensures that administrative practices are in line with adjacent organizational offices and are consistent with acceptable practices, and in turn, works to strengthen the procedural operations of the park. To be creditable, this experience must have been equivalent in level of difficulty and responsibility to that of at least the next lower grade level in the normal line of progression for the occupation in the organization. Generally technical work below the GS-8 level is not creditable. You must include hours per week worked.

EDUCATION: Successful completion of a master's or equivalent graduate degree OR two full years (36 semester hours) of progressively higher-level graduate education leading to such a degree, OR LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills and abilities necessary to do the work of this position such as business management, organizational development, or other fields related to the position.
