As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding.The incumbent serves as the Program Manager (Branch Manager) for ASH, Command and Control Communications Division (AXE-400), Emergency Communications Branch (AXE-410).

Duties

As the Branch Manager for the Emergency Communications Branch, provides leadership for teams responsible for maintenance of technical sub-programs of the Airspace System Recovery Communications (NAS RCOM) Program and related emergency communications services. In this role, the manager hires and supervises program managers to oversee each of these teams, providing guidance and, as necessary, subject matter expertise on program functions and the related technologies.

Qualifications

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-J, FG/GS-14 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.---------------------------------------------------------------------------------------------------------SPECIALIZED EXPERIENCE IS DEFINED AS:Experience implementing and managing Radio Frequency Communications technologies; experience in Federal procurement and acquisition processes.Demonstrated work experience leading a team of IT professionals with extensive cybersecurity responsibilities (the specific organizational cybersecurity responsibilities must be explicitly identified).ANDQuality Ranking Factors (QRFs):A well-qualified candidate will meet the following in addition to the specialized experience statement:The applicant must have served as a system owner for a Government Information System for at least six months.Knowledge of Executive Orders (especially EO 14028), National Security Decision Directives, Presidential Decision Directives, and other national-level policies that pertain to cybersecurity.Demonstrated work experience, either directly or as a collateral duty (e.g. membership in an Agency-level emergency response working group), in Emergency Response, Disaster Recovery, Continuity of Operations (COOP), and Continuity of Government (COG).-----------------------------------------------------------------------------------------------------------You should include relevant examples of the specialized experience in your work history.
