These Supervisory Program Specialists are located within the Southwestern Region, Region 3, of the US Forest Service and serve as Staff Officers for Lands, Boundary Management, Special Uses, Minerals, Recreation, Heritage, Engineering, Natural Resources, and Administration. In this capacity, the incumbents provide strategic guidance and leadership for these Forest programs and activities. Duties

Serves as a member of the Forest Leadership Team to formulate plans, policies, and objectives for the Forest. Justifies the implementation and execution of the Forest Plan to the Forest Supervisor and recommends amendments as necessary. Reviews, evaluates, and approves overall program of work, work plans, and modification of functional program areas for which the position is responsible. Monitors program accomplishment, resolves issues, and coordinates program and the integration of projects with applicable staffs. Exercises leadership by coaching, facilitating, and teaching team members. Initiates and guides new continuing projects affecting support areas. Provides oversight for activities in support of Forest programs and recommends course of action for issues requiring line management decisions. Performs supervisory duties at least 25% of the time.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. For more information on the qualifications for this position, visit the Office of Personnel Management's General Schedule Qualification Standards. Applicants must have at least one year of specialized experience equivalent to the next lower grade level, GS-12. Specialized experience is defined as two or more of the following: Providing recommendations on development and execution of engineering, recreation, or lands programs to ensure their accomplishment within applicable guidelines and available manpower and funds; and/or providing technical leadership and guidance on natural resource management activities to ensure that resources are sustainably managed in accordance with best practices and applicable laws; and/or monitoring program accomplishment, resolving issues, and coordinating programs or the integration of projects with applicable staffs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
