This position serves as Assistant State Conservationist and share in the responsibilities of managing and coordinating functions involved in planning, organizing, and implementing a comprehensive soil, water, engineering and resource conservation and development program for the assigned State.

Duties

Provides business planning for overall field coordination necessary to implement conservation operations and farm bill related programs. Devises solutions resolving controversial and/or opposing viewpoints sustained by established, highly motivated interest groups. Represents NRCS to outside groups and maintains cooperative work relationships with state agencies, private groups, and representatives of other federal agencies. Aids the State Conservationist and other Assistant State Conservationists, staff specialists and field offices on the integrated accountability systems. Develops and implements a system of operational and program field assessments and reviews to evaluate effectiveness of conservation planning. Plans and assigns work of subordinates, sets, and adjusts short-term priorities, and prepares schedules for work completion. Provides technical and administrative supervision to subordinate employees at the GS-12 level and below.

• This position will require the operation of a motor vehicle on both public and private roads during daylight hours and occasionally after dark.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-12 grade level for consideration for the GS-13 grade level). Educational Requirement: This is an interdisciplinary position. To be eligble for this position, an applicant must have an applicable degree related to one of the below listed series. Basic Education Requirement 0401, Natural Resources Management: Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position; OR Combination of Education and Experience: Courses equivalent to a major, as shown above plus appropriate experience or additional education. In addition to meeting the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered: Specialized Experience: To qualify for the GS-13 grade level, you must possess at least one year of specialized experience equivalent to the Federal GS-12 level or higher, or comparable experience not gained through federal service. Specialized experience is defined as experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. Examples of specialized experience will include duties that involved some of the following: determining priorities and scheduling implementation of planned watershed, rehabilitation, and water resource assessment projects and activities, manage, supervise, lead or perform professional research, or scientific work in biology, agriculture, or natural resources management. manage, supervise, lead or perform professional, research, or scientific work involving conserving soil, water, and related environment resources to achieve sound land use. managing, supervising, leading and/or performing professional engineering and scientific work involving construction, renovation, inspection, decommissioning, and/or demolition of structures, infrastructures, and their environmental systems above or under the earth's surface; investigation and evaluation of the earth's physical, natural, and man-made features; and transportation, utilities, building and construction industries.
