Duties
Summary:
The primary purpose of this position is to serve as the Foreign Disclosure Officer (FDO) and career corporate knowledge for foreign disclosure for Headquarters Air University (HQ AU) and its Centers, Colleges, and Schools; and to plan, direct and develop goals and objectives for international military engagement that integrate organization planning, programming, and execution for assigned international programs.
Duties:
Participates in planning, developing, and implementing foreign disclosure procedures and provides guidance on assigned international programs for all AU personnel.
Directs international visits originating from the Foreign Visit System (FVS).
Participates with the implementation of National Defense Disclosure Policy in support of AU's International Engagements.

- The employee is required to obtain and maintain a Secret security clearance.
- Incumbent must be comfortable in dealing with high-ranking foreign representatives and able to utilize tact and diplomacy on all occasions.
- A Master’s Degree in International Affairs or Strategic Studies is highly desired.
- Employee must meet all the mandatory standards of experience and training, and the desired standards of education for an International Affairs level III certification within six years of accepting the position.
- Employees must maintain current Foreign Disclosure Officer certification.
- Exceptionally strong ability to write clear, concise and logically sequences reports and other correspondence.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, Foreign Affairs Series 0130.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of the concepts, principles, and practices of National Disclosure Policy and its implementation through the Agency Foreign Disclosure Program, as well as thorough knowledge of the program's guiding principles codified in the International Traffic in Arms Regulations; DoD and State Department policies; and Agency, Air Education and Training Command and specific policies, directives and instructions governing the release of classified and unclassified, controlled military information; the establishment and management of various international programs supporting Foreign Military Sales, International Military Education and Training, and development and acquisition programs; and establishment and implementation of bilateral and multinational agreements with foreign governments; Participates in implementing Agency Foreign Disclosure Program for Air University education and training programs managed by or under the cognizance of Air University Centers, Colleges, and Schools. Given constantly changing U.S. domestic and international defense relationships and budget constraints, anticipates new program requirements and evaluates current policies and practices to determine their applicability and value in relation to program objectives. Extensive knowledge of advancements in military critical information technologies as they apply to sustaining a qualitative edge for US and allied/friendly combat forces as required.

EDUCATION: Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours, in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: Courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, as shown in A above, plus appropriate experience or additional education.
OR
EXPERIENCE: Four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of Department of State, Department of Defense, and Agency guidance relating to security cooperation, security assistance, and the formulation of policy on the disposition of military information bearing on international relations.
Knowledge of National Disclosure Policy (NDP-1) principles and how they are applied to issues relating to Foreign Military Sales, Security Assistance, exports of defense equipment, technology, and military information.
Knowledge to plan and implement an Agency foreign disclosure program including knowledge of general Agency and specific foreign disclosure operations and their relationship to politico-military affairs, Agency operations, military technologies, security processes for classified material handling, and general information management practices.
Ability to lead and review complex technical material and approve the disclosure and/or export to foreign entities.
Knowledge planning, coordinating, administering, and monitoring foreign visitors, military teams, conferences, and multiple other tasks associated with international senior leader and high-ranking international military delegation visits.
Ability to effectively write and orally communicate foreign disclosure information to various audiences, to include U.S. and foreign staffs, commanders, and senior leaders.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
