About the Position: The U.S. Army Contracting Command was established on March 14,2008. The mission of the ACC is to oversee more than $85 billion in contracts annually and focus on maintaining and improving the Army's ability to respond globally in support of the warfighter's needs.

Duties

Perform price and/or cost analysis for a variety of procurement actions. Consult with contractor personnel, engineers, auditors, and administrative personnel to determine that pricing, make-or-buy decisions, and all cost impact decisions are in the best interest of the Government. Assist the contracting office in negotiations or conducts the final price negotiations. Participate in special projects, should-cost-studies, special cost analysis team efforts, source selection teams, and/or Board of Awards. Review technical and audit reports on various cost estimates.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a secret security clearance. If the security clearance is denied or revoked, the individual may be denied or removed from the position, accordingly.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting Certification within 36 months of entrance on duty.
  • Must file financial statement.

Basic Requirement for Contract Specialist: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: GS-11 Specialized Experience: One year of specialized experience which includes assisting with contract price, cost and financial analysis; assisting with analyzing contractor's projected estimated proposal cost for reasonableness; reviewing in detail the significant contractor-proposed direct and indirect elements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: natural sciences, social sciences, languages and humanities, communications, education, engineering and technology, business, computers and math, healthcare.Education can be substituted for experience. GS-12 Specialized Experience: One year of specialized experience which includes performing contract price, cost and financial analysis; analyzing contractor's projected estimated proposal costs for reasonableness; reviewing contractor-proposed direct and indirect elements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). GS-11: Education can be substituted for experience. GS-12: Education cannot be substituted for experience. You will be evaluated on the basis of your level of competency in the following areas: Advanced Cost and/or Price AnalysisContracting/ProcurementPreparation and NegotiationTechnical Competence GS-11: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). GS-12: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Applicants must confirm eligibility and minimum qualification requirements within 30 calendar days of the closing date of the announcement.
