This vacancy is for a Supervisory Human Resources Specialist (Director, Talent Technology Solutions) in the Office of Human Resources Information Technology (HRIT), Office of Human Resources Management (OHRM), Office of Chief Financial Officer and Assistant Secretary for Administration (CFO/ASA), Office of the Secretary within the Department of Commerce.
Duties
As a Supervisory Human Resources Specialist (Director, Talent Technology Solutions), you will perform the following duties:
Serve as an expert on cutting edge talent technology to ensure Department of Commerce talent functions remain efficient and competitive, while also overseeing the continual improvement of workforce and Human Resources (HR) process data, information technology (IT) systems, and technology-enabled functions.
Oversee staff in the development and management of complex Human Capital (HC) strategy and HR administration projects requiring the generation of new concepts, principles, and methods and the use of new techniques and technologies.
Lead the development of standards, guidelines, and long-range plans for leveraging talent-focused technology, evaluating relevant workforce data, and gathering and communicating requirements for potential products and/or services.
Cultivate and maintain productive working relationships with HC leadership, HC subject matter experts, and senior organizational leadership to share information of interest, explain the specifics of priority programs, and present, justify, defend, negotiate, and/or settle matters involving significant or controversial issues.
Compile, analyze, and present research pertaining to HC/HR initiatives, based on an understanding of workforce issues, knowledge of employee data, and skills in quantitative and qualitative analysis.

Qualifications

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
This position is being filled under the DOC Alternative Personnel System (CAPS). The system replaced the Federal GS pay plan structure. Under CAPS, positions are classified by career, pay plan, and pay band. Non supervisory positions cap out at interval 3 of the band.
The ZA-V is equivalent to the GS-15 grade level.
SPECIALIZED EXPERIENCE: To qualify at the ZA-V level, you must possess one full year (52 weeks) of specialized experience equivalent to the ZA-IV or GS-14 in the Federal service. Specialized experience is defined as:
Monitoring human resources policies and procedures, statutory/regulatory changes, and other developments affecting human resources areas supported by technology solutions;
Implementing strategies, plans, and/or maturity models for supporting human resources organizations and senior leaders with technology; and
Overseeing projects and programs intended to improve workforce data, human resources processes, and customer service delivery.
