This position functions as a Lead and is assigned to the Facilities Maintenance Service Line (FMS) at the Department of Veterans Affairs, VHA Connecticut HCS. The duties include many of those which are considered to be typical of working leaders, including: passing information to workers; getting work started and leading to completion; obtaining information on problems that come up during the work, answering workers' questions on procedures, policies, written instructions, and Directives.
Duties
The Leader is assigned responsibility to schedule training for employees, to maintain training records for assigned employees, to maintain/provide a current training and leave roster, to ensure leave requests are coordinated to avoid work disruptions, and to make recommendations as to approval of leave to the Supervisor. The Leader assumes responsibilities as assigned during periods of absence or unavailability of the supervisor, will provide technical information as requested by the supervisor and perform short-term projects as assigned.
Working leaders must have the ability to lead three or more other workers to accomplish trades and labor work, including as a paramount requirement, sufficient skill in and knowledge of the trades and labor work performed by the group led to effectively carry out the duties of working leaders outlined below. Working leaders also perform regular nonsupervisory (i.e., non-leader) work that is usually of the same kind and level as that done by the group led.
Duties include:
Checking work to verify the supervisor's instructions and deadlines have been met; urging or advising workers to follow instructions received.
Reporting to supervisor on status/progress of work and causes of work delays; and answering questions on overall work operations and problems (i.e. on-the-job training requirements for individual employees).

Assumes responsibilities as assigned during periods of absence or unavailability of the supervisor, will provide technical information as requested by the supervisor and perform short-term projects as assigned.
Remove and replace fixtures and controls, and to make repairs such as tightening connections and wrapping exposed wiring with insulating tape.
Rearrange old or install new outlets, relays, switches and light fixtures in existing systems and to test circuits to see if they are complete after making repairs or installations.
Plan, layout, install, modify, troubleshoot, and repair a variety of complete systems as well as any parts of these systems.
Passing on to other workers the instructions received from supervisors and getting work started, e.g., by assigning the immediate tasks to be performed by individual members of the group led.
Working along with other workers and setting the pace.
Demonstrating proper work methods.
Seeing to it that needed plans, blueprints, materials, and tools are available, and that needed stock is obtained from supply locations.
Obtaining needed information or decisions from supervisors on problems that come up during the work.
Passing on to other workers the instructions received from supervisors and getting work started, e.g., by assigning the immediate tasks to be performed by individual members of the group led.
Working along with other workers and setting the pace.

Physical Requirements/Working Conditions: The incumbent must be in good physical condition to perform assigned work. Physical exertion, such as lifting, pushing, pulling, or carrying objects of varying weights, sizes and shapes, is required. Physical efforts, such as walking, climbing, crawling and bending, and strains such as working in confining spaces or in crouching or stooping positions for extended periods of time are encountered much of the time.
