The Office of the Director of National Intelligence (ODNI) Directorate for Mission Integration (MI) creates a consistent and holistic view of intelligence from collection to analysis and serves as the Director of National Intelligence's (DNI) principal advisor on all aspects of intelligence. MI integrates mission capabilities, informs enterprise resource and policy decisions, and ensures the delivery of timely, objective, accurate, and relevant intelligence.
Duties
Major Duties and Responsibilities:
Provide leadership and oversight to ODNI's Foreign Engagement Group to organize and oversee participation in liaison-focused intelligence activities in partnership with the IC, U.S. Government agencies, and foreign partners to coordinate and leverage information sharing and collaborative efforts, and strategically align policies and engagements to achieve national security objectives.
Lead the planning and execution of ODNI and interagency activities and programs by coordinating and integrating priorities of multiple stakeholders to strategically plan foreign engagements and ensure coordination.
Engage and facilitate collaborative activities with foreign partners and other government agencies; represent the organization in interagency working groups and build and leverage diverse and collaborative networks with these organizations.
Oversee and implement the development, application, and communication of policies, guidelines, and procedures that support information sharing with partners (foreign, military, private sector, etc.) and provide a framework for managing the relationships between partners.
Initiate and help establish unilateral and multilateral intelligence sharing arrangements with joint analytic units and foreign partners.
Facilitate foreign partner engagement tracking across the ODNI through outreach and efforts to establish automated processes to ensure strategic coordination and consistency.
Provide logistical and technical support to ODNI foreign partner engagements, helping guide the planning, preparation, and responsibilities of hosting staff.
Qualifications
Mandatory Requirements:
Expert knowledge and extensive experience working with individual partners including foreign, military, federal, state, local, tribal entities, and/or private sector partners.
Expert experience and knowledge of inter-agency coordination and operations to sustain effective working relationships with other U.S. Government departments, agencies, and centers.
Knowledge of effective working relationships with foreign governments (i.e., intelligence services, law enforcement, military, ministries, etc.) with emphasis on counterintelligence, security procedures, and official policy guidelines on relationships with foreign liaison service.
Superior ability to lead and support cooperative relationships within the U.S. Government and partners in protecting the U.S. and its interests abroad.
Superior interpersonal, organizational, and problem-solving skills, including demonstrated ability to work effectively both independently and in a team or collaborative environment.
Superior ability to communicate complex information clearly, concisely, and in a manner that is targeted to and meets the needs of diverse audiences with different perspectives and objectives.
DESIRED REQUIREMENTS
Bachelor's degree or equivalent experience as determined by mission specialty area.
Expert experience with and knowledge of the IC, intelligence policy, intelligence operations, and situational awareness.
Expert knowledge of consensus building, as well as the application and integration of utilizing cooperative relationships within the IC, U.S. Government, and foreign partners in protecting the U.S. and its interest abroad.
