This position is located at the Central Arkansas Veterans Health Care System (CAVHS), Little Rock, AR serving as the Domain/Learning Manager (DM/LM) for the Department of Veterans Affairs Talent Management System (TMS). The DM/LM will administer TMS for all Central Arkansas Veterans Health Care System employees, Health Professional Trainees (HPT), Without Compensation (WOC), contractor, and volunteer staff.
Duties
Serves as the facility level Domain Manager providing advice, guidance and training to the service level TMS coordinators.
Prepares reports to respond to medical center suspense, track compliance with National and local mandatory training.
Monitors, creates Assignment Profiles ensuring medical center staff are assigned appropriate, recurring and mandatory training based on VHA Directives, Commission on Accreditation of Rehabilitation Facilities (CARF), Joint Commission (JC); College of American Pathologist (CAP) requirements.
Provides training and support for all TMS users including the introduction of TMS employees attending New Employee Orientation.
Provides technical assistance and guidance to all CAVHS designated TMS administrators.
Guides Research WOC's, contractors, other WOC's, and volunteers through the access process to required pre-employment online courses for Information Security Awareness and Privacy Awareness Training.
Works with local IT staff to ensure correct configuration of all user workstations for TMS.
Troubleshoots both typical and complex problems with the employee interface of the TMS.
Works closely with the national office ensuring program functionality and reporting.
Creates and maintains mandatory education assignment profiles on all staff/student job positions and assigns accordingly in the TMS.
Ensures local TMS administrators, specialty representatives, employees, staff, and supervisors are trained on TMS user interface.
Evaluates TMS education/training programs and advises required changes, improvements and submits recommendations for change.
Participates in coursework development or modification, and develops complete, full-length courses in well-established areas of a subject matter field.
Collaborates with other TMS Domain Managers at the facility and/or VISN level in discussion or implementation of education programs for facility and VISN implementation, and overall TMS functionality and operation.
Performs work associated with the evaluation of TMS courses in training programs.
Develops recommendations for course revisions and performs duties involving the instruction of TMS training or the modification of TMS course content as allowed by VISN or VA level TMS coordinators.
Work Schedule: Monday through Friday, 7:30 am - 4:00 pm, subject to change based on the needs of the facility.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/30/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Individual Occupational Requirements (IOR): Applicants who meet the IOR described below are fully qualified for the specified entry grade and must also meet the specialized experience and/or education requirements. To qualify you must possess one of the following:
Education:
Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled.
OR
Experience: Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:
Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
Supervising or administering a training program.
Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
In addition to the Individual Occupational Requirements, you may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: working in education and with health professional trainees, creating and managing databases, coordinating onboarding of new staff. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education an applicant must have successfully completed a Ph.D. or equivalent doctoral degree, or possess 3 full years of progressively higher level graduate education leading to such a degree, or a related LL.M, obtained in an accredited college or university, Note: This education must demonstrate the knowledge, skills, and abilities necessary to do the work. Transcripts MUST be submitted with application to be creditable.Note: Transcripts are required. OR,
Combination: Applicants may also combine education and experience to meet the total qualification requirements for the GS-11 grade level. You must have an equivalent combination of successfully completed graduate education (beyond the first two graduate years or 36 semester hours) and specialized experience to meet the total experience requirements. The education portion must include graduate courses that demonstrates the knowledge, skills, and abilities necessary to do the work of the position. Note: Transcripts are required.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is mostly sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending, and lifting/carrying of light objects such as files, books and papers. No special physical demands are required to perform the work.
