The primary purpose of this position is to provide program and administrative support across all schools, support organizations, and coordinate outreach activities undertaken by AFIT personnel throughout the institute. The position is responsible for administering and performing administrative support functions of the Office of Research.

Duties

Provides technical and administrative outreach assistance to AFIT personnel as a representative of the Dean for Research and the Office of Research and Outreach. Serves as the research office's administrative focal point in support of external programs and initiatives. Utilizes various computer software programs to prepare reports and analyze data in research, networking and/or exchanging information and establishing files. Manages the Summer Faculty Fellowship Program (SFFP) & Science and Technology Fellowship Program (STFP). Prepares and develops materials for outreach activities, such as brochures, displays, and other marketing material. This position is a developmental GS-07 Target GS-11 position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the GS-7. Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. This position may be subject to a formalized training program and pay retention of 150% of the maximum rate of the basic pay is authorized for candidates requesting a Voluntary Change to lower Grade. Military Spouse candidates exercising their preference will be placed at the full performance level, if considered to be best qualified and selected. This position is a term position NTE 366 days. This position may be converted to permanent or extended without further competition.

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. GS-7 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-5, or equivalent in other pay systems. Examples of specialized experience includes experience in analyzing evaluating, fact-finding, and investigative techniques in order to gather data. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Successfully completed 1 full year of graduate level education that has provided you with the knowledge, skills and abilities to perform the duties of this position or have superior academic achievement. NOTE: Transcripts must be provided. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of specialized experience and graduate level education that has provided you with the knowledge, skills and abilities to perform the duties of this position. NOTE: Transcripts must be provided. GS-9 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-7, or equivalent in other pay systems. Examples of specialized experience includes experience in gathering, assembling, and analyzing facts; identifying changes, trends, and problems; applying analytical and evaluative techniques; drawing conclusions. Experience in assisting with the development of materials for outreach activities, such as brochures, displays, and other marketing material. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Possess a Master's Degree or equivalent degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B or J.D., if related. NOTE: Transcripts must be provided. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of specialized experience and graduate level education that has provided me with the knowledge, skills and abilities to perform the duties of this position. Only graduate level education in excess of the first year may be used as qualifying when combining education and specialized experience. NOTE: Transcripts must be provided. GS-11 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-9, or equivalent in other pay systems. Examples of specialized experience includes experience in gathering, assembling, and analyzing facts; identifying changes, trends, and problems; applying analytical and evaluative techniques; drawing conclusions; and devising solutions to problems or issues of a procedural or factual nature. Experience developing materials for outreach activities, such as brochures, displays, and other marketing material. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Possess a Ph.D or equivalent doctoral degree OR 3 years of progressively higher level graduate education leading to such a degree OR LL.M if related. NOTE: Transcripts must be provided. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of specialized experience and graduate level education that has provided me with the knowledge, skills and abilities to perform the duties of this position. Only graduate level education in excess of the second year may be used as qualifying when combining education and specialized experience. NOTE: Transcripts must be provided. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of organization, major issues, program goals, missions, functions, administrative operations of the organization, laws, regulations, policies, and precedents which affect the organizations programs and related to support resources. 2. Knowledge of a comprehensive range of staff concepts, objectives, policies, management and organizational techniques and military command. 3. Knowledge of operation programs throughout the organization to conduct studies, analyze findings and make recommendations on substantive operating programs. 4. Skill in applying analytical, evaluative, and investigative methods and techniques to issues concerning the efficiency and effectiveness of administrative and support program operations. 5. Ability to prepare project and staff reports and deliver briefings to high level military and civilian officials. 6. Ability to plan and organize work and to communicate effectively, both orally and in writing PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
