The Director of the Business Support Operations service line provides executive-level program management, leadership, direction, and supervision for the work and employees assigned to the service line. The Director provides technical expertise, guidance and management of business resource requirements, contractors, and for the facilitation of obligations of the annual budget.
Duties
The major duties of this position include but are not limited to:
Supervising subordinate supervisors and their staff. This includes the overall supervisory and managerial responsibility and authority over the following supervisory positions, their staffs and associated functional specialties: the Associate Director for Finance, the Associate Director for Contracting Management and the Associate Director, Administrative Operations.
Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
Develop performance standards, evaluate performance, and prepare performance appraisals.
The incumbent leads, coordinates, plans, organizes, and carries through to completion program
plans, program/policy analysis, data collection, legislative interpretation, and analytical studies
involving Federal and VA programs and policies.
Conducts contract policy and budgetary reviews.
Ensures that all requirements of ILEAD budget are met in a complete, accurate, and timely
fashion.
Provide advice and assistance in establishing policy and strategic direction within ILEAD regarding programs and issues associated with all aspects of financial management to include budget formulation, expenditures, travel, operations, and payroll.
Work Schedule: Monday-Friday 8am-4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/27/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Supervising subordinate supervisors and their staff. This includes the overall supervisory and managerial responsibility and authority.
Having full responsibility and authority to plan, schedule, supervise, and carry out major projects concerned with the analysis and evaluation of program office goals and objectives.
Providing oversight, management, and execution of contract management, facility management, event management, logistics, organizational level finance and resources management (staffing) to include the development of policy and procedures.
Providing advice and assistance in establishing policy and strategic direction regarding programs and issues associated with all aspects of financial management to include budget formulation, expenditures, travel, operations, and payroll.
Planning, managing, organizing, and assigning work to be accomplished by subordinates by setting priorities and establishing schedules for work completion. Assign work based on priorities, requirements of assignment and capabilities of employees.
You will be rated on the following Competencies for this position:
Contracting/Procurement- Knowledge of various types of contracts, techniques or requirements for contracting or procurement, and contract negotiation and administration.

Leadership- Inspires, motivates and guides others toward goal accomplishment; coaches, mentors, and challenges subordinates; adapts leadership styles to a variety of situations; models high standards of honesty, integrity, trust, openness, and respect for the individual by applying these values to daily behaviors.
Planning and Evaluating- Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Work is performed while sitting at a desk, at conferences, briefings, meetings, in classrooms and the equivalent. The work is primarily sedentary but may require prolonged standing in front of groups. Must work multiple projects simultaneously and handle high levels of stress and conflicting priorities. Work also involves travel and may include prolonged standing, walking, and transport of instructional supplies and/or equipment in excess of 30 lbs.
