Duties

This Program Analyst position is located in Policy Plans and Engagement (PPE), Intermodal Security Training and Exercise Branch (I-STEP), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to: Formulates projects and recommend assessment criteria for the evaluation of Transportation Security Administration (TSA) operational programs and contributes to the performance of meeting mission requirements. Develops and recommends project deadlines and required resources to execute projects. Reviews and analyzes accomplishment of TSA programs by analysis of reports, projects, and other resourceful information. Works closely with high level personnel at TSA Headquarters, other government agencies, and senior level contractor personnel. Attending meetings, briefings, monthly program reviews, etc. with other members of the headquarters staff and serving as an expert consultant on all phases of the planning and programming functions and related activities to coordinate the work and resolve issues and concerns. Works with co-workers, management officials, other government agencies/organizations, and private industry. Attends conferences and meetings with other higher officials, stakeholders, and representatives to exchange information and discuss and resolve or participate in resolution of financial management problems and conflicts as the representative of the organization with authority to make binding decisions and commitments. Resolves issues and concerns of special projects. Recommends course of action to implement solutions to problems identified. Influences higher officials to implement findings and recommendations to ensure program objectives are achieved and schedules are consistent with program plans. Compiles, consolidates, reviews, and tracks the program work requirements for contracts and related procurements necessary to develop plans covering TSA requirements.

Qualifications

To qualify for the SV-I (equivalent to GS-13) grade level, you must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience MUST include all the following: Establishing guidance for security transportation exercise programs to support stakeholders; and Monitoring security exercise metrics; and Evaluating program performance against established metrics and guidelines. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office. You must meet the qualification requirements for this position no later than the closing date of the vacancy announcement.
