About the Position: Serves as a Financial Management Analyst in the United States Army John F. Kennedy Special Warfare Center and School (USAJFKSWCS) with staff responsibilities for planning, coordinating, consolidating, evaluating and controlling program and budget execution.
This position is located in Fort Liberty, NC.
Duties
Performs Contracting Officer Representative (COR) duties.
Interpret contract management regulations, policies, and provide guidance to staff
Analyze and validate reports from contractors on acquisitions, procurements, and expenditures.
Develops Statement of Work (SOW), Capabilities Development Documents (CDD) and Delivery Orders (DO).
Analyzes activity of contractors such as management control systems, contract performance reports, and quarterly progress reviews.
Evaluates overall financial program effectiveness and advises the organization on alternatives and recommendations for improvements.
Conduct research and reviews accounting transactions using financial automation systems.
Provides interpretation, advice, and recommendations on all financial matters, policies, and regulations.
Monitors the execution (i.e. obligation and expenditure) of funds to ensure money is spent in a timely manner.
Prepare reports covering the status of funds, expenditures, and obligations.
Manage internal methods, procedures, and controls to ensure adequate funds control and effective execution of appropriations made available to the organization.
Recommends adjustments, such as redistribution, within budget accounts, in response to changes in programs or funds availability.
Verify transactions in the Defense Travel System for directorate personnel.
Review and validate Government Purchase Card transactions for the directorate.
Perform record custodian function for financial management accounting documents in accordance with regulatory guidance
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a SECRET Clearance.
- Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified. Incumbent of this position is required to comply with all requirements of this certification program. You must obtain this certification within the required time.
- One-year probationary period may be required.
- Temporary duty travel (TDY) may be required up to 5% of the time.

In order to qualify, you must meet the experience and/or education requirements described below. Specialized Experience: One year of specialized experience which includes experience: 1.) Preparing and reviewing project resources plans for products to include contract modifications/change orders to assure compliance with contract budget and scheduled milestones; 2.) Review delivery orders, statement of work, and capabilities development documents. 3.) ability to determine budget estimates and cost proposals for programming and funding. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent GS-09.
