The position is located in the Retention and Employee Experience Division of the Office of Policy, Planning, and Communication, Bureau of Global Talent Management (GTM/PPC/REX). The Retention and Employee Experience Division collects, analyzes, and reports on workforce data and provides insight and advice on policy planning, design, and implementation to create efficiencies and improve employee effectiveness in advancing U.S. foreign policy.
Duties
Serves as an expert advisor to senior management regarding Department-wide HR policies, programs, and procedures affecting the retention of all elements of the workforce
Leads a team in analysis and evaluation of the effectiveness of GTM related programs and operations and how they impact the Department’s ability to identify and remove barriers to ensure peak performance of its workforce.
Makes recommendations on improvements to promote greater workforce agility, effectiveness, efficiency, accountability, engagement, and wellbeing.
Assesses how future changes in the workforce and workplace might impact Department human resources policies and programs; develops and coordinates initiatives to prepare for potential changes.
Provides authoritative advice and consultative guidance to senior officials on challenges, opportunities, and approaches to enhance workforce programs and policies.
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience monitoring the productivity, effectiveness, and efficiency of HR related administrative and management programs that affect the entire Department.
Experience providing consultative advice and guidance to management officials on workforce programs and policies.
There is no substitute of education for specialized experience for the GS-14 position.
