The primary purpose of this position is to provide the full spectrum of audiovisual production support at the base journeyman level, including production assistance, media duplication, audio recording, editing assistance, and camera operation for both studio and field production. Distribution of products and services may be through a variety of methods to national, Federal and public sectors.

Duties

The major duties of this position include but are not limited to: Performs video production control room crew functions for live studio broadcasts. Assists staff in providing support for the VA Knowledge Network and all distribution platforms by digitizing video content in appropriate formats for live and on-demand delivery. Assists staff in captioning video files either using a contract vehicle or in-house captioning equipment. Select the appropriate captioning format for video distribution modality. Assists in the set up of studio video cameras and digital field cameras in both field and studio environments. After consultation with the Producer or Technical Director, provides advice on technical, operational and aesthetic problems and capabilities of equipment. Performs multiple audio specialist duties, including recording studio and field audio, controlling the level and sound quality of studio and portable mixing devices, etc. Responsible for the full spectrum of audiovisual production support responsibilities including production assistance, media duplication, audio recording, editing assistance, and camera operation for both studio and field production. Assists in the set up and configuration of television studio sets to include the planning and placement of appropriate lighting instruments to attain creative effectiveness to enhance program content. Assists in maintaining remote equipment room by organizing existing equipment and accessories, keeping an inventory of items, recommending ordering of necessary supplies and check in and out equipment to ILEAD staff and video contract crews. Edits simple projects using Adobe Premier and/or Avid non-linear editing systems, and records output to a local or networked media storage device. Outputs projects in multiple file formats, transcodes video and audio source files from one file format to another depending on the deliverable requirements of the client. Enters data into the Media Asset Management system and any other supporting system to maintain content library. Promotion Potential: This position involves a multi-grade career ladder. The major duties listed above represent the full performance level of GS-9. At the GS-7 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-9. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds. The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday through Friday, 8:00am-4:30pm Compressed/Flexible: Available Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/03/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-7 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Individual Occupational Requirement: In order to meet the basic requirement of the Audiovisual Production Specialist, 1071 series, you must possess one of the following: Undergraduate and Graduate Education: Major study -- photography, radio or television production, motion picture production, or other fields related to the position. OR Specialized Experience: Experience in the actual type of work for which application is made. Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position. This includes work directly connected with the production aspects of the field(s) of the position to be filled. In addition to meeting the Individual Occupational Requirement, you may qualify based on your experience/ education as described below: Specialized Experience at all grades: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Digitizing video content in appropriate formats for live and on-demand delivery. Captioning video files either using a contract vehicle or in-house captioning equipment. Selecting the appropriate captioning format for video distribution modality. Performing audio specialist duties, including recording studio and field audio, controlling the level and sound quality of studio and portable mixing devices, etc. Setting up of studio video cameras and digital field cameras in both field and studio environments. Performing video production control room crew functions for live studio broadcasts. OR Education to Qualify at the GS 7 (TRANSCRIPTS ARE REQUIRED): Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education. OR Combination of Education and Experience to Qualify at the GS 7 (TRANSCRIPTS ARE REQUIRED): Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond a 4-year course of study leading to a bachelor's degree. Education to Qualify at the GS 9 (TRANSCRIPTS ARE REQUIRED): Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR Combination of Education and Experience to Qualify at the GS 9 (TRANSCRIPTS ARE REQUIRED): Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond 1 full year of graduate level education. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is performed in a wide variety of environments. Stooping, standing, lifting, and other physical demands may be required. The work requires some physical exertion such as long periods of standing, recurring bending or stretching, recurring lifting of items weighing up to 50 pounds.
