This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Direct Hire Authority (DHA) for Domestic Defense Industrial Base Facilities and the Major Range and Test Facilities Base to recruit and appoint qualified candidates to positions in the competitive service.

Duties
Process, receive, ship, maintain, and storage of ammunition and explosives.
Conduct preventive and corrective maintenance on ammunition, explosives, and missiles.
Operate forklifts to maneuver containers, air freight packaging, load trucks, vans, and railroad cars.
Conduct blocking, bracing, and dunnaging as per military standards drawing of ammunition, explosives, toxic gases, solid propellant ballistic missiles.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position meets the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted. This position is subject to a pre-employment screening and random testing.
- This position is a Domestic Violence Offender Gun Ban commonly referred to as Lautenberg Amendment. This act bans individuals convicted of misdemeanor domestic violence and certain others from possession or access to firearms or ammunition.
- This position requires you to be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- Incumbent must obtain and maintain a base Forklift Operators License.
- This position performs duties which involve the control, accountability, and shipment of arms, ammunition, and explosives. Incumbent must maintain AAE Security Certification and Screening in accordance with AR 190-11
- Must complete and maintain required training in accordance with AMC-R 350-4 (Training and Certification Program for Personnel Working in Ammunition Operations) within 2 years of appointment.
- Incumbent must obtain and maintain a valid, state-issued driver’s license.
- Position may require shift work to include evenings, weekends and/or holidays as required.
- Position requires temporary duty (TDY) business travel approximately 20% of the time to include CONUS and OCONUS locations.
- Position requires the ability to obtain and maintain an Official US Passport.
- Position requires specific immunizations for foreign travel.
Qualifications
About the Position: Performs duties involving the renovation/refurbishment, demilitarization, modification, and normal maintenance of a variety of ammunition, explosives, and missiles; destruction of munitions and components; and assembly of ammunition, explosives, toxic gases, and propellant ballistic missiles.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Missile/Toxic Materials Handler (Forklift Operator) ~ without more than normal supervision. Must possess the ability load, unload, and arrange cargo; receive, store, and ship ammunition; read documents to verify description of items; and Operate electric, gasoline, or diesel- powered forklift truck. - Failure to meet this Screen out Element will result in an ineligible rating.
PHYSICAL EFFORT
Work involves lifting, carrying, and handling moderately heavy objects weighing 25 to 50 pounds for approximately 20%-50% of job cycle, and lifting heavier items weighing in excess of 50 pounds for a small portion of the time, normally less than 2%. While working on production lines where relative light (less than 10 pounds) components are handled, the incumbent must frequently stand for extended periods, and work with a rhythmic set pace, reaching, bending, and manipulating parts. Careful attention is required in eye-hand coordinating, and in setting and attaching detonating and/or initiating devices to explosives.
WORKING CONDITIONS
Work is occasionally performed outside while moving between buildings, on ramps, and work is such that occasional assignments expose incumbent to dirt and grease and inclement weather conditions. Required to wear protective clothing such as safety shoes and goes for some operations. Since ammunition and explosives which are being renovated, modified, demilitarized, or destroyed are almost always in an unserviceable condition, the incumbent is exposed to accident and explosions, which could cause serious injury, dismemberment, and/or loss of life to himself and/or his co-workers. Also subject to hazards of working with industrial and production type equipment, power conveyors, powered hand tools, which could cause mashed fingers, cuts, abrasions, and other accidents. Occasionally is subject to health hazards from dust or fumes from paint or lacquers. Also exposed to hazardous noise level. Wears hearing protective devices and breathing protection during noisy and hazardous operations. Receives routine periodic hearing evaluation at installation medical facility.
