This position is located in the Office of Planning, Evaluation and Policy Development, Office of Budget Service, Budget Execution and Administrative Analysis Division in Washington, D.C. The Budget Execution and Administrative Analysis Division is responsible for formulating, presenting, analyzing, and executing the Department’s budget, interpreting budget execution policies and procedures, establishing and maintaining a Department wide budget execution system.

Qualifications
Minimum Qualification RequirementsYou may meet the minimum qualifications for the GS-14, if you possess the specialize experience.Specialized Experience for the GS-14One year of experience in either federal or non-federal service that is equivalent to at least a GS-13 performing two (2) out of three (3) of the following duties or work assignments:
1. Experience interpreting and applying budget instructions, administrative memoranda, and regulatory guidelines from a procedural, technical standpoint.2. Experience maintaining appropriate internal controls to minimize data inaccuracy and/or the unauthorized use of funding.3. Experience in analytical and problem-solving techniques and extensive knowledge of automated financial systems.Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).1. Knowledge of in-depth and broad knowledge in all areas of budget execution and funds control.2. Knowledge of the policies, procedures, discrete functions, and areas of responsibility of each office of the Department to ensure that the preparation of budget execution materials on a wide range of operational issues is relevant and conforms to Department policies and practices.3. Knowledge of the Department and the Federal budget execution process, and all associated policies, directives, procedures, and regulations, to develop and provide authoritative review, approval, advice, and interpretations of budget execution transactions, policies, and precedents.
