Duties

This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement, Office of Budget, Sterling, VA. At the full performance level (GS-13) the major duties of this position include, but are not limited to the following: 1) Assesses current and potential budget priorities and allocations made by Departmental, executive (i.e., Office of Management and Budget (OMB)) and Congressional officials to the Bureau. Advises top management regarding these developments and their potential impact to Bureau and program resource levels. 2) Monitors program office allocations, operating plans, financial plans, mid-year, quarterly review, and end-of-year processes. Analyzes past budgetary and actual usage of funds to determine whether resources are properly allocated. 3) Development of the Bureau's annual operating plans including tracking and monitoring of the Bureau's budget. 4) Manages/tracks Interagency Agreements (IAAs) and/or Reimbursable Service Agreements (RSAs). 5) Prepares and/or coordinates responses for numerous requests of an unspecified nature from sources ranging from Congress, OMB, the Department, Bureau executives, etc. These responses provide information to decision makers that provide BSEE with the resources it needs to carry out its programs and mission. 6) Collaborates and coordinates with senior budget analysts to respond to data calls. BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Salary Information GS-07: $55,924 - $72,703 per annum. GS-09: $68,405 - $88,926 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level. This vacancy may be used to fill additional positions as vacancies become available.

Qualifications

Minimum Qualification Requirements: To qualify for this position, you must meet either A, B, or C below for the series/grade to which you are applying. GS-07 A. Specialized Experience: To qualify for the GS-07, you must possess at least one full year of specialized experience equivalent to at least the GS-05 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) researching pertinent policies, directives, and guidance to provide recommendations to senior analysts for resolution of budgetary issues; 2) consolidating financial data to analyze budget usage and trends and provide a variety of financial reports; and 3) reviewing financial forms to ensure budget information is documented and accurate. Must meet all. -OR- B. Education: Must have completed one (1) full year of graduate level education or a bachelor's degree with superior academic achievement.* Education must demonstrate the knowledge, skills, and abilities necessary to do the work. *S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership. (1) Class standing --Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. (2) Grade-point average (G.P.A.) --Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. (3) Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies. Membership in a freshman honor society cannot be used to meet the requirements of this provision. -OR- C. Combination: Have a combination of specialized experience and education that equals 100% of the requirement for the GS-07 level. (Example: 0.5 years in a master's program (50%) plus 6 months of specialized experience (50%) = 100%) GS-09 A. Specialized Experience: To qualify for the GS-09, you must possess at least one full year of specialized experience equivalent to at least the GS-07 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) applying financial guidance to resolve budgetary issues; 2) preparing monthly financial status reports; 3) monitoring usage of funds to determine accuracy of allocated resources; and 4) analyzing budget requests to ensure justification support requests. Must meet all. -OR- B. Education: Have 2 full years of progressively higher-level graduate education or Master's or equivalent graduate degree (such as an LL.B. or J.D. if related). Education must demonstrate the knowledge, skills, and abilities necessary to do the work. -OR- C. Combination: Have a combination of graduate level education beyond the first year of progressive graduate study and appropriate experience that together meets 100% of the qualification requirements for this position.
