About the Position: Serves as a Congressional Affairs Specialist providing a full range of congressional affairs activities. The employee supports the Congressional Affairs Office with monitoring, tracking, and reporting onitems of congressional interest to the Command; assists in preparing the Command to engage withCommittees, Members of Congress and their staff; and tracks and coordinates Headquarters andinteragency staffing actions.
Duties
Incumbent serves as a Congressional Affairs Specialist and receives, tracks, monitors and controls inquiries from Members of Congress, Congressional Staff, and Congressional Committees.
Prepares correspondence and reports such as position papers, fact sheets, inserts for the congressional record, testimony, and letters to Members of Congress or Congressional Committees in response to inquiries from Congress or the SOUTHCOM staff.
Develops and maintains succinct and timely documentation reflecting all congressional contacts and activities for appropriate distribution to SOUTHCOM. Represents SOUTHCOM in meetings, conferences, and seminars.
Provides staff oversight for SOUTHCOM and its subordinate commands concerning all issues and activities pertaining to Congress.
Oversees visits to SOUTHCOM subordinate commands by Members of Congress, Congressional Committees, and Congressional Staff.
Maintains broad knowledge of the roles and missions across SOUTHCOM to facilitate responding to requests from Members of Congress and the Defense Oversight Committees.
Serves as a subject-matter expert and clearing point for all proposed written or oral responses to congressional inquiries covering a multitude of subjects and policies that span SOUTHCOM's spectrum of responsibilities.
Determines factual data required, issues involved, and extent of action necessary to establish coordinated positions on congressional matters affecting SOUTHCOM plans and programs.
Furnishes guidance on the procedures and assistance to be rendered to Members of Congress, Congressional Committees, and Congressional Staff to ensure properly handling of inquiries and dissemination of adequate information.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position requires a Security Clearance at the TOP SECRET/Special Sensitive Level as the incumbent will be required to access, process, use, and safeguard classified National Defense information.
- This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. The incumbent must pass urinalysis testing, as required prior to appointment and periodically thereafter.
- This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.

SPECIALIZED EXPERIENCE: One year of specialized experience equivalent to at least the GS-13 grade level in the Federal service which includes experience with political and Congressional liaison principles, methods, practices and techniques used in developing and applying to complex congressional problems; receiving, tracking, monitoring and controlling inquiries; experience in effective writing techniques, and unique writing styles and requirements, to compose official congressional responses; and experience developing broad, long-range objectives, identifying work to be done, and establishing deadlines for completion of plans.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
