The incumbent serves as Senior Program Management Officer within the Veterans health Administration (VHA) Office of Governance, Regulations, Appeals, and Policy (10BGRAP), which is located in the VHA Office of the Chief of Staff. The incumbent has supervisory management authority for all budgetary, operational, planning and administrative activities for 10BGRAP's Forms and Publications program and supports activities of VHA Governance.
Duties
Major duties and responsibilities of this position include, but are not limited to, the following:
Serves as Senior Advisor and strategist to the Director, Governance Secretariat, on matters related to the program, assisting in development of strategic plans and long-term goals for division, implementation of new initiatives, and evaluation of division performance effectiveness.
Manages VHA National Forms Program, including the development of Forms, which requires knowledge of Federal and Government Printing Office requirements and rules governing document purchasing and control, the Paperwork Reduction Act, and the Office of Management and Budget's clearance process.
Oversee and direct Governance Management & Shared Services team, encompassing decision monitoring and process improvement for VHA Governance, as well as development and management of the VHA National Forms Program and 10BGRAP data analysis work.
Plans work to be accomplished by subordinates, sets and adjust short-term priorities, and prepares schedules for completion of work; assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees; approves or disapproves leave request; evaluates work performance of subordinates.
Participates in the development of long/short term goals, plans, and objectives for policy and Governance, applying a comprehensive knowledge and understanding of Agency and Departmental goals, interrelationships of program goals, national policies and guidance and how these functions help in achieving overall Department goals.
Work Schedule: Monday to Friday 08:00 AM to 04:30 PM.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/27/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS-14
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-13) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience ensuring proper control of publications and manages budget for ordering publications for use within VHA. Experience managing the development of Forms, which requires knowledge of Federal and Government Printing Office requirements and rules governing document purchasing and control, the Paperwork Reduction Act, and the Office of Management and Budget's clearance process. Experience in program management, continuous process improvement, and change management within a varied and complex program in a healthcare system environment.

Physical Requirements: Work is sedentary in nature, although some light physical effort may be required.
