Duties

Supervises employees performing ATC electronic equipment repair and maintenance work. Assigns, directs and reviews subordinates' work, solves technical and administrative problems, and explains work and administrative requirements. Initiates requests to fill vacancies; recommends selections, reassignment, awards or other status changes for employees; approves ordinary sick and annual leave; and resolves informal complaints. Sets performance standards and prepares formal performance evaluations. Holds corrective interviews, taking disciplinary action as necessary. Initiates or participates in review and improvement of work methods, organizational features and position structure for economy and efficiency. Implements personnel, EEO and other programs, maintains administrative records and prepares required reports. Develops and implements a training program for subordinate electronics technicians in accordance with Army Regulations (AR) and Training Circulars (TC). Provides classroom and hands-on training on assigned equipment to include research and preparation of training materials, preparation of a course lesson plan, establishing pass/fail criteria, and development of course exams. Attends and successfully completes formal training courses and on-the-job training programs. Maintains training records. Ensures electronics technicians are well trained, properly certified, and knowledgeable and proficient to comply with equipment certification responsibilities. Ensures electronics technicians are fully trained in all aspects of job-related safety, equipment safety, personal safety and security directives. Interfaces with and provides expert technical advice and guidance to the Airfield Manager, installation leadership, higher headquarters, and associated government agencies on complex ATC equipment maintenance and support issues. Works closely with the Airfield Manager, Air Traffic Control Facility Chief, Department of the Army Representative (DAR), and other key installation personnel to ensure mission requirements are met with no adverse impact. Prepares, plans, support agreements, staff summary sheets, written reports and recommendations to leadership concerning equipment issues, problems, base support, and other limiting factors. Develops and publishes organizational level operating instructions as appropriate to assign responsibilities and delineate requirements for equipment operation, accountability, and maintenance. Directs and implements changes to maintenance practices and policies on the basis of sound management practices and guidance from governing directives. Participates in special projects and initiatives and performs special assignments. Provides input to the Airfield Manager regarding ATC equipment maintenance manpower and funding requirements for the annual Program Memorandum Objective (POM) process. Serves as a senior electronics technician responsible for maintaining a highly-complex Air Traffic Control (ATC) Tower used for safely guiding both civilian and military aircraft in the vicinity of the airport. Incumbent exercises judgment in the selection, interpretation and application of a wide range of most applicable established guidelines and methods for typical situations, and recognizes when guidelines and methods prescribed are not sufficient and modifies concepts, practices, and precedents to derive innovative approaches and procedures to meet specific atypical situations caused by compressed timeframes, electromagnetic interference or variances in electronic circuitry. Incumbent monitors individuals, small work groups or teams on site, and is responsible for oversight, maintenance, certification and documentation of assigned ATC and Navigational Aid systems and facilities in the National Airspace System (NAS). Major, controversial problems are discussed with the ATC Facility Chief and Airfield Manager for the purpose of reaching unanimity of opinions and objectives. Decisions, recommendations, maintenance certifications and documentation of a punitive nature are conducted by the employee and are normally accepted as technically correct and binding on the agency. Incumbent is routinely required to formulate point papers, status reports and other correspondence in an effort to assist contract manager with understanding and accepting findings and recommendations related to the field of expertise. Participates in, and conducts site surveys to determine the best location of new or relocated ATC facilities. Aids in the planning and design, or modifies existing electronic designs for the installation or modification of ATC facilities. Acts as local project manager for new equipment installation or equipment/facility upgrade to include maintenance of a prescribed project folder, coordination of project support requirements, and establishment of a new equipment stock list, preventive maintenance program, and training package. Performs other duties as assigned.

• State Issued Driver’s License: AR 95-2 Ch 10 – airfield mgmt./ops, safety and electronics techs are required to perform various inspections around the airfield cantonment area daily on a daily basis.
• This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

Qualifications

GENERAL EXPERIENCE is experience, education or training performing simple mechanical installations and adjustments. Experience which demonstrates the applicant's ability to recognize obvious malfunctions. A good understanding of basic electronic theories and techniques and familiarity with standard electronic components and their use. Tracing circuitry, diagnosing malfunctions and adjusting controls to achieve peak performance. Experience using specific layout and schematic diagrams to construct and package simple devices and subunits of equipment such as power supplies, oscillators, amplifiers, etc. Using advanced methods in a full-range of troubleshooting procedures, techniques, and usage of test-set related equipment. Experience using common hand tools. Experience that demonstrates the ability to follow written instructions. SPECIALIZED EXPERIENCE is experience which is directly related to the position to be filled and which has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of this position. GS-12 - Must have at least 1-year equivalent to at least next lower grade level, GS-11. Experience, education, or training in utilizing principles, basic functions, and application of theory of electronic systems or equipment. Experience in diagnosing problems and determining needed repairs for malfunctions in electronic equipment or systems. Experience in making mechanical repairs that required the use of precision measuring and calibrating equipment. Experience in using complex test equipment such as deviation meters, complex special test panels, etc. Experience which demonstrates the ability to interpret technical manuals, specifications, and publications. Work as a technician, instructor, inspector, or mechanic (civilian or military) that showed progression in theoretical and practical knowledge of electronic theory, and of the characteristics, function, operation, and capabilities of a variety of types of electronic equipment. This experience must have included the use of schematic diagrams, a variety of test equipment, and the application of appropriate electronic formulas involved in such duties as testing, troubleshooting, modifying, designing, calibrating, installing, maintaining, repairing, constructing, developing, and instructing on electronic equipment, or similar functions. Experience in developing policies, standards, and procedures for maintenance, installation, or similar functions, provided the work clearly shows that the applicant applied a specialized knowledge of the theories and principles of a variety of electronic systems or equipment. Uses this knowledge and skills to trace problems through a series of interfacing systems to determine which system has malfunctioned; to make complicated alignments and diagnoses that will assure Systems are safe and continually certify same; and to work with the most intricate state-of-the-art integrated circuits and various kinds of logic used by different manufacturers. Completes numerous specialized formal training courses conducted at the FAA Academy or provided by DOD or manufacturer sources to obtain level of competency required and keep abreast of the latest state-of-the-art technology. Skill in the use of highly complex test equipment requiring knowledge of the most advanced testing techniques and knowledge of maintenance, supply, and reporting procedures and documentation.
