This position is in the Administrative Service Center (ASC), Office of the Managing Director (OMD) for Administrative Operations (AO), Federal Communications Commission (FCC) Headquarters located in Washington, DC. THIS VACANCY ANNOUNCEMENT MAY BE USED TO FILL ADDITIONAL POSITIONS WITHIN 90 DAYS. RELOCATION EXPENSES ARE NOT AUTHORIZED.

Duties

The incumbent will serve as the Supervisory Occupational Health and Safety Specialist and is responsible for:(1) Managing agency drug free program and serve as Drug Program Coordinator (DPC) with the Department of Interior through scheduling drug test as required by the agency for security clearances, promotions, and random testing.(2) Ensuring prompt drug testing under anticipated increase in employees requiring vetting associated with the Continuous Vetting program for Public Trust.(3) Manage Agency Workmen's Compensation Program which includes working with LRPMSC- FCC Labor Relations and the Department of Labor and employees to maintain updated information.(4) Overseeing digital records transition for FCC health center patients.(5) Managing safety and health compliance of all 16 Field Locations across the United States.(6) Supporting FCC Continuing of Operations Planning and serve on agency Devolution Emergency Response Group.(7) Developing and overseeing FCC Post Covid health and safety policies and procedures.(8) Supervising FCC contractor nurse.(9) Supervising Administrative Services Center staff and contractors in support of projects, including (1) printing and graphics; (2) asset management; (3) transit benefits; (4) building maintenance; (5) transportation services; and (6) mailroom services.

  • Current Federal Employees Must Submit SF-50 which demonstrates grade.

Qualifications

Applicants must meet eligibility and qualification requirements by the closing date of this announcement.  Current Federal employees must meet time-in-grade requirements by the closing date of this announcement.   In order to be deemed as qualified for this position, candidates must meet the qualifications criteria in both Parts A & B. QUALIFICATIONS-PART A Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. TRANSCRIPTS MUST BE SUBMITTED. OR General Specialized Experience-Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include: Managing safety or occupational health program elements. Developing and recommending safety and occupational health policy to higher levels of management. Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards. Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards. Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards. Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards. Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. OR Certificates Certification as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP), or similar certification that included successful completion of a written examination meets the requirements for GS-5. Applicants may also qualify for higher grade levels based on their education and/or experience. AND QUALIFICATIONS-PART B GS-14 Specialized Experience: Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-13 in the Federal service. For this position, specialized experience includes the following: 1. Experience managing an agency's pre-employment or employment drug testing program. 2. Experience managing an agency's worker's compensation program. 3. Experience managing an agency's safety and health compliance program. 4. Experience developing and overseeing health and safety policies and procedures. 5. Experience leading, overseeing or supervising health and safety staff (whether federal and/or contract staff). 6. Experience serving as a Contractor's Officer Representative (COR) and managing/overseeing multiple contracts.PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
