Duties
Incumbent manages, coordinates, and provides oversight in support services which includes, utilities, telephone services, custodial, refuse, pest management, environmental, police and fire, medical, mail, radio frequencies and fuel requirements
Coordinates various government-furnished services with many levels of government and commercial organizations involved in the Distribution Center's base support structure
Plans and coordinates maintenance, repair, modification of installation facilities and mechanized material handling equipment
Responsible for maintenance and upkeep of the physical structures, utilities and grounds of the installation
Ensure the Service Provider (SP) complies and follows all environmental regulatory requirements
Implements the Quality Assurance Surveillance Plan (QASP) for SP compliance with government furnished property and service requirements
Responsible for recording all accountable property and maintaining hand receipts in the Base Operation Support System (BOSS) or the Depot Property Accounting System (DPAS), as designated by the Accountable Property Officer (APO)

Qualifications
To qualify for a Supervisory General Supply Specialist, your qualifications must include:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-11 level, applicants must possess one year of specialized experience equivalent to the GS-09 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Management analyst or technician or other work that included study, analysis, or evaluation leading to the development or improvement of managerial or administrative policies, practices, and procedures.
Administrative officer or assistant, budget administration, program analysis, or other work that demonstrated knowledge of an organization and its functions, and the ways in which support services can facilitate the work of the organization.
Office management experience that included responsibility for directing a variety of support services such as typing, mail processing, purchase of supplies and equipment.
Secretarial work that required monitoring and coordinating administrative and processing work of subordinate elements through a system of internal procedures, controls, production, progress reporting to insure the efficient operation of an organization.
Military experience that included responsibility for directing a variety of support functions such as communications, property management, mail service, facilities, and equipment maintenance.
B. Education Substitution: Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Education must be from a college or university accredited by an organization approved by the U.S. Department of Education. See http://ope.ed.gov/accreditation/Search.aspx. If using education to meet basic qualifications, YOU MUST SUBMIT A TRANSCRIPT as supplemental documentation. To qualify for grade level GS-11 based on education in lieu of specialized experience, you must possess 3 full academic years of graduate level education or a Ph.D. or equivalent doctoral degree in major study related to public administration, business administration, industrial engineering, industrial management, or other administrative or management fields related to the position to be filled.
C. Combination: Equivalent combinations of education and experience are also qualifying for grade level GS-11 for which both education and experience are acceptable and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Physical Demands: Work is primarily of a sedentary nature, usually performed in an office setting. Occasional periods of walking, standing,
bending, and carrying of light items, such as paper or small parts may be required. Work may require the use of a forklift or other MHE. Must be able to pass a MHE physical. The incumbent may be required to visit any of the outlying areas to perform duties and research data in support of special studies or reviews. Occasional use of ladders and stairs will be required to access elevated operational areas from at least 40 feet. Occasional travel may be required.
Work Environment: The work environment involves everyday risks or discomforts that require normal safety precautions. Work is performed in an
office type setting where the work area provides adequate light, heat, and ventilation or in an industrial environment where lighting may be limited, temperatures may vary and ventilation can be poor; however, research and reviews will require frequent visits into warehouse and operational areas of the Distribution Center. These industrial areas include warehouses, secured areas, outdoor spaces, and warehouse areas with mechanized material handling equipment. Some exposure to weather, dust and noise is likely during reviews.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
