Duties
Advises management of problems, trends, and deviations from normal situations which are disclosed by the analysis of resource management information.
Ensures that policy and procedural modifications are implemented and coordinated with components.
Provides technical advice and assists managers in ensuring internal control and financial management responsibilities are carried out properly.
Ensures recommendations are made to management for corrective action.
Prepares associated reports, such as the Annual Statement of Assurance (ASOA), for signature each year.
Use mandated resource management systems such as G-Invoicing and GFEBS to manage and improve program requirements
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires SECRET security clearance.
- One year trial/probationary period may be required.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time or less.
- Incumbent is required to complete FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience GS-11: Have one year of specialized experience equivalent to at least the GS-09 grade level in the Federal service which includes experience in 1) Interpreting policies and regulations to ensure financial management responsibilities are carried out properly; 2) Analyzing and making recommendations related to financial management; and 3) Working financial management programs such as Executive Agreements and inspection programs; 4) Communicating orally and in writing.
Specialized Experience GS-12: Have one year of specialized experience equivalent to at least the GS-11 grade level in the Federal service which includes experience in 1) Applying analytical and evaluative methods to identify and solve problems related to financial management; 2) Communicating orally and in writing to make recommendations to management based on analytical findings related to financial management programs; 3) Providing proactive advice and guidance to manage and improve financial management programs such as Executive Agreements and special projects; 4) Developing and interpreting policy to ensure internal control and financial management responsibilities are carried out properly.

GS-11 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
GS-12 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
Selection can be made at GS-11 or GS-12 grade level.
