This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is located with the Directorate of Public Works, Fort Campbell, KY.
Duties
Repair and replace electrical primary distribution systems.
Use testing instruments such as voltmeters, ammeters, ground resistance testers, insulation testers, demand meters, and phasing meters.
Lay underground conduits.
Maintain record of time and materials electronically and written.
Locates, with the use of a power cable locator and marks underground electrical systems for DPW Dig Permit Program.
Operate equipment trucks.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires scheduled/unscheduled overtime and emergency callback during non-duty hours.

- This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations, the incumbent is required to report to work or remain at work as scheduled to support mission operations.
- This position requires a Class A Commercial Driver's License (CDL) within 180 days of employment.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) High Voltage Electrician ~ without more than normal supervision. The ability to perform common High Voltage Electrician duties including operating electrical tools and running electrical lines, interpret instructions from sketches or diagrams, and perform maintenance repairs on electrical systems, and troubleshooting issues with the above systems. - Failure to meet this Screen out Element will result in an ineligible rating.
PHYSICAL EFFORT: Arduous physical effort is required for 30% of the work cycle in climbing poles, towers, smoke stacks, etc.; working in tiring and awkward positions while handling light to average weight objects (tools and hardware) in performing maintenance work aloft poles and in hangars; and digging trenches by hand while performing troubleshooting on underground systems
WORKING CONDITIONS: All work is performed outside regardless of weather conditions. Work is intensely disagreeable while working in manholes during rainy weather, on poles and in aerial booms in rain, wind, snow and below freezing temperatures. While working on underground distribution systems, incumbent is exposed to mud and water and required to work in cramped quarters in manholes. When working with and in close proximity to energized high voltage lines, sudden death by electrocution is an ever-present danger. Subject to falls from poles, towers and structures. Subject to strain from awkward positions and to cuts and bruises from handling wire and lineman tools. Personal Protective Equipment (PPE) consists of issued clothing and equipment. Work is dirty, such as climbing creosote-treated poles, and incumbent is exposed to battery acid. Works at heights of 100 feet or more and works on lines energized with 4160 volts and more which are suspended from utility poles or towers under adverse weather conditions. This is compensated by environmental differential pay. Other PPE to be utilized will be covered by Electric Utility Safety Manual.
