This position is located in the Program Impact Monitoring and Epidemiology (PRIME) office in the Bureau of Global Health Security and Diplomacy (GHSD). The position serves as an Information Technology Specialist and reports to the U.S. President's Emergency Plan for AIDS Relief (PEPFAR) program Chief Data and Artificial Intelligence Officer to oversee the planning, development, and management of Information Technology platforms.
Duties
Develops and interprets policies, procedures, and strategies governing the planning and delivery of Information Technology services throughout the U.S. President's Emergency Plan for AIDS Relief (PEPFAR) program.
Ensures the delivery of high-quality Information Technology services to meet the needs of the Department and its stakeholders, adhering to relevant laws, regulations, policies, and ethics related to cybersecurity and privacy.
Coordinates systems support and project delivery in a dynamic interagency environment, implementing systems with data that cross multiple organization boundaries, functioning as a Contracting Officers Technical Represent COR level lll.
Coordinates contract closeout by informing the contracting officer when the work has been completed and by ensuring completion of all required contract closeout documentation.
Serves as a member of special study groups formed to collect, analyze, and formulate recommendations for improved operational support and problem management initiatives that will
maximize the efficiency and effectiveness of information technology.
Manages an Information Technology portfolio of mission-critical data and systems assets.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers to assess needs, provide information or assistance, and resolve their problems or satisfy their expectations.
Oral Communication - Expresses information to individuals or groups effectively.
Problem Solving - Identifies problems, determines accuracy of information, uses judgment to generate and evaluate alternatives, and to make recommendations.
AND Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience directing, planning, and coordinating the efforts of senior-level staff and Information Technology professionals to execute the organization’s mission.
Experience applying Agile Project Management methodologies, lifecycle performance metrics, and management solutions to deliver real-time intelligence for Information Technology projects and processes.
Experience developing and managing budgets for Information Systems and software projects.
Experience serving as a Contracting Officer’s Technical Representative (COR).
NOTE: In order to qualify for this position, your experience MUST be Information Technology related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, Information Technology certification), as appropriate.
There is no substitute of education for specialized experience for the GS-14 position.
