Duties
This position serves as a Project Manager for the Green River District.
Performs the full range of project management activities to include proper planning and management of available resources to ensure established performance expectations are met.
Defines the scope of each project and to determine the necessary time, money, personnel, equipment, licenses, permits and other necessary resources to complete each project.
Develops schedules which efficiently plan for and control project activities.
Leads project team members involved in identifying, collecting, interpreting and analyzing necessary data to develop and evaluate alternatives in preparing appropriate documentation.
Facilitates cooperative communication regarding key issues between the Bureau of Land Management (BLM), other Government and Non-Government entities, Tribes, local organizations and community leaders.
Ensures work performed by project staff is in accordance with all appropriate laws, regulations and policies applicable to individual projects.
Ensures that execution of the work is done according to the approved project plan.
Monitors progress of the project and makes adjustments as necessary to ensure successful completion.
Prepares, presents and communicates related information to management regarding major work problems and issues.
Prepares environmental analysis and documentation, federal register notices or other public notifications.
Reviews program budget, monitor expenditures and recommend adjustments to modify the annual work plan.
Requirements

Qualifications

To qualify at the GS-12 level you must meet the following:
Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-11 level comparable in difficulty and complexity to perform the duties of a Project Manager. Qualifying specialized experience includes: planning, scheduling and managing complex or controversial projects in accordance with the National Environmental Policy Act (NEPA) and/or other laws; preparing action plans and schedules for long and short-range project accomplishments; applying written and oral communication theories to serve as a spokesperson or liaison in meetings or conferences; using automated project management tools or tracking software to track project progress or change; and leading, managing or coordinating the management of major projects.
Education: Please note there are no educational substitutions at this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must meet all qualification requirements within 30 days of the closing date of the announcement.
Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
There are no qualification requirements for a detail assignment. However employees must meet any positive education/licensure requirements in order to be detailed to positions with these requirements. Detail assignments do not include additional compensation and the selectee will not earn time-in-grade at the higher grade level.
Physical Demands: The job involves prolonged hours of sitting at a desk and working on a computer in an office environment. Standing and hiking in adverse climate may be required for fieldwork.
Work Environment: The work environment varies from an office setting where the incumbent is in contact with work associates to a field setting where the incumbent is working alone or in a group, in remote and adverse situations. Incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer.
