You will serve as a Scientist in the CHEMICAL, BIOLOGICAL AND RADIOLOGICAL (CBR) FLEET SUPPORT BRANCH, CBR DEFENSE DIVISION, RESEARCH DEVELOPMENT TEST AND EVALUATION DEPARTMENT of NAVSURFWARCEN IH DIV.
Duties
You will develop evaluation frameworks, experimental designs, and test concepts within an operationally realistic mission construct for assigned Marine Corps Operational Test and Evaluation Activity (MCOTEA) programs.
You will collaborate with USMC and Joint stakeholders to develop robust, quantitative and defensible evaluations of Chemical, Biological, and Radiological Acquisition programs, their capabilities and limitations, and fulfilling warfighter needs.
You will research test methods against standard and best practices available in the scientific literature and DoD and industry documents.
You will conduct statistical testing, quality assurance, and evaluate data collection processes.
You will conduct statistical program analysis, research and development, and operational effectiveness, and suitability and reliability studies.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
For the ND-04 pay band: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-03 (GS-09/11 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional Scientist conducting research and statistical analysis of test results and program data to resolve issues impacting operational effectiveness or suitability for a warfare program.
For the ND-03 pay band: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-02 (GS-05 through GS-08 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional Scientist applying scientific techniques, requirements, and methods to conduct analysis of test result data and assess system or equipment design, performance, and efficacy for a warfare program.

For the 0401 Series:
- Successful completion of a degree in biological sciences, agriculture, natural resource management, chemistry, or a related discipline appropriate to this position.
- Successful completion of a combination of education and experience in one of the above majors that includes at least 24 semester hours in biological sciences, agriculture, natural resource management, chemistry, or a discipline related to this position plus appropriate experience or additional education. The quality of the combination of education and experience demonstrates that you possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four-year course of study with a major as described above.
For the 1301 Series:
- Successful completion of a degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics; or
- Successful completion of a combination of education and experience -- education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
For the 1515 Series:
- Successful completion of a bachelor's or higher degree in operations research; or
- Successful completion of a bachelor's or higher degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics and at least 3 of the 24 semester hours are in calculus.
For the 1530 Series:
- Successful completion of a degree that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing; or
- Successful completion of a combination of education and experience with courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
Substitution of Education may be used in lieu of experience:
For the ND-03 pay band only
- Successfully completed a master's or equivalent graduate degree; or
- Successfully completed two full years of progressively higher graduate level education leading to a master's degree; or
- A combination of experience and education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equal one hundred percent.
