The primary purpose of this position is to serve as the Resource Advisor with responsibility for planning, directing, organizing, and exercising control over resource management, financial planning and execution, budget administration, contract review, pay functions and compliance, for the 88th Security Forces Squadron one of the largest squadrons on WPAFB, OHIO.
Duties
Serves as the Resource Advisor for 88th Security Forces Squadron. Manages, develops, and executes a comprehensive funding plan which outlines the Security Forces' objectives, priorities, and timelines.
Develops, directs, evaluates, and manages 88th Security Forces Squadron contracts, updates the Electronic Governance Risk Compliance (EGRC), and Management Internal Control Toolkit (MICT). Responsible for analyzing and reviewing all squadron short- and long-term contracts.
Manages, administers, and oversees the squadron Government Purchase Card (GPC) program and serves as squadron's Customer Service Representative for civilian payroll and Financial Defense Travel Administrator (FDTA). Serves as the squadron's primary purchasing Approving Official (AO).
Represents the 88th Security Forces Squadron at a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with personnel and the Mission Support Group staff, as well as other resource advisors and contracting offices.

Qualifications
In order to qualify, you must meet the general experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Miscellaneous Administration and Program Series 0301,in conjunction with Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service or in other pay systems. Specialized experience includes demonstration of the theories, principles, functions and processes of management to identify, analyze, and recommend solutions to problems or to develop planning guidance. Possess specific knowledge of pertinent laws, regulations, policies and procedures which affect the use of program and related support resources, i.e. funding; knowledge of managing and directing the day-to-day operations of an organization and providing advice, guidance, and assistance in all financial areas.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Extensive knowledge of the organization's mission, functions, goals, objectives, and work processes, as well as automated data processing software programs and capabilities used to accomplish budget/funding tasks and sources of funding or organizational activities in order to relate needs and accomplishments to anticipated and actual dollar figures in the budget. Knowledge of program evaluation factors and techniques to assess program accomplishments and to identify resource requirements.
Detailed knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute the budget for assigned budget accounts. Knowledge of budget, accounting and regulations, procedures, and their individual databases in order to manage the efficiency and implement improvements of program operations.
Ability to conduct studies, analyzes data, develop alternatives, and make recommendations to resolve budget problems. Gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems.
Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on assigned processes/actions. Ability to meet and deal with customers using a high degree of tact and diplomacy.
Ability to advise others and maintain good working relations.
Ability to recognize and analyze problems, conducts research, summarize results, and make appropriate recommendations.
Ability to stratify resources against approved programs; to plan, present, and execute budgets; to analyze budget impacts on programs; and to forecast long-term funding requirements. Ability to plan and execute complex, multi-faceted projects.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
