The primary purpose of this position is to perform the full range of plumbing duties such as installing, repairing, and modifying water supply, sewage disposal, gas distribution, oil lines, and similar utility systems and equipment and provide full performance level work in constructing, installing, repairing, and modifying wood and wood substitute structures and items requiring close tolerance fit and structural soundness.

Duties

Plans and lays out work from blueprints, sketches, drawings, specifications, and work orders in the construction and maintenance of installation facilities. Independently installs, modifies, repairs, and maintains a variety of new and existing utility, supply, and disposal systems and equipment, such as sewage, water, oil, and gas distribution systems, and water closets, tubs, backflow prevention devices/assemblies, fire sprinkler systems, and showers. Troubleshoots/ tests various plumbing systems and equipment including backflow prevention devices, such as reduced pressure principle devices, double check devices, atmospheric vacuum breakers, and other cross connection devices. Independently applies skilled methods, techniques, and advanced shop mathematics to construct, install, repair, and modify a wide variety of structures. Utilizes safety practices and procedures following established safety rules and regulations and maintains a safe and clean work environment. Uses and maintains tools.

  • The employee may be required to work other than normal duty hours, which may include evenings, weekends and/or holidays
  • Emergency overtime may be required. Participation in the on call program for after hours emergencies is required
  • Mav be required to be state licensed as a Backflow Prevention Assembly Tester

Qualifications

QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-4700 Maintenance Mechanic. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is ability to do the work of a WG-4749 MAINTENANCE MECHANIC more than normal without supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: I. Knowledge of carpentry methods and techniques; precision carpentry equipment; and plumbing methods and techniques, equipment assembly, installation, operation, and repair to include routing, placement, slant, slope, and fall of systems. 2. Knowledge of safety regulations, practices, and procedures; regulations, procedures, and policies related to records maintenance and documentation; and current federal, state, and local regulations pertaining to hazardous waste management 3. Knowledge of advanced shop mathematics to plan, compute, and lay out more complex and exact projects. 4. Skill in setting-up, operating, and maintaining a variety of power and hand tools/equipment. 5. Skill in measuring, cutting, bending, and threading pipe and tile, to caulk and seal elbows, union joints, faucets, and shower drains; constructing, installing, repairing, and modifying wood structures; and producing finished products with precise fits, accurate dimensions, and acceptable appearance. 6. Ability to install, modify, and repair new and existing utility, supply, and disposal systems and equipment without more than normal supervision; and interpret complex instructions, sketches, blueprints, and building codes. Physical Effort Uses hand and power tools and equipment that may require standing and holding tools in uncomfortable positions for extended periods. The work requires considerable bending, kneeling, and stooping. On-site work typically requires crawling, climbing on ladders, scaffolds, and roof tops. The work may be at extreme heights (such as water towers or tall buildings). Strenuous physical exertion is sometimes required when handling heavy and bulky materials such as sheets of plywood and other construction materials. May lift and move materials up to 40 pounds, unassisted, and occasionally lift or move heavier items with the assistance of lifting devices or other workers. Working Conditions Works inside shops and outside at job sites. In shops, is exposed to moderate or high noise levels from operating machinery, sawdust in the air, fumes, grease, and hazards associated with carpentry and plumbing trades. At job sites, may be exposed to weather conditions and hazards of working on and around scaffolds and ladders and are subject to cuts, bruises, and contusions; may occasionally be exposed to the possibility of broken bones. Has frequent exposure to the possibility of scrapes, bums, and infections. Occasionally makes repairs in areas where bad smelling fumes are present. May work in confined areas such as crawl spaces and attics that may be dusty and dirty. Uses protective devices such as ear plugs, safety glasses, respirators, safety shoes, hard hats, coveralls, gloves, rain gear, and other protective gear are required, which are sometimes heavy and uncomfortable. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
