This position is located at Bureau of the Fiscal Service, Retail Securities Services (RSS), Division as assigned. As a Management and Program Analyst, you will analyze the efficiency of programs, report findings and make recommendations to management officials, develop improvements, and formulate long-range plans for the assigned organization.
Duties
As a Management and Program Analyst, you will:
Analyze current and projected Treasury securities programs to provide management with evaluative material necessary to effectively administer them
Plan, organize, and directs efforts to encourage management officials to accept and implement recommendations where the proposals involve substantial agency resources or require extensive changes in established procedures and methods
Conduct broad, complex studies affecting the relationship between Fiscal Service, other agencies, and the Federal Reserve System.
Review Treasury securities policies and procedures to determine whether they continue to be appropriate or require modification
Present findings, conclusions, and recommendations to management officials in both oral and written form.
Qualifications

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized experience for the GS-13 is defined as one year of experience at the GS-12 level, or equivalent that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes utilizing quantitative and qualitative analysis to provide oral and written communication to management and senior executives regarding the effectiveness, productivity and efficiency programs and operations.
Examples of such experience may include:
- Experience analyzing issues and programs, developing findings and recommendations, and presenting it to senior management.; OR
- Researching and interpreting program related laws, regulations, guidelines, and procedures associated with Federal Financial regulations, OR
- Experience working with financial instruments such as Treasury Bonds and Notes and Savings Bonds; OR
- Developing and coordinating new or revised policies and methods for management review consideration; OR
- Reviewing administrative audit or investigative reports to determine appropriate changes or corrective action required, OR
- Communicating issues, justifying conclusions reached and recommending courses of actions in a program evaluation environment, OR
- Composing written presentations or briefings and making oral delivery of those presentations to senior level management, customers, and/or other
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.
