You will serve as a PARALEGAL SPECIALIST in the Naval Medical Readiness Training Command, Director for Administration of NMRTC JACKSONVILLE FL.

Duties

You will serve as administrative supervisor for the Legal Assistant and active duty Leagalman. You will review and track all incoming correspondence which requires legal staff and/or attorney action and reviewing and tracking all outgoing correspondence. You will review, analyze and research request for legal opinions on various health law issues. You will provide initial evaluation of articles and publications that are proposed for publication nationally and internationally for compliance with statues, directives, medial quality assurance, copyright, patent, trademarks, intellectual property. You will provide or coordinate appropriate training of staff and monitors and assist similar educational efforts at subordinate commands to ensure compliance. You will be responsible for management of the Office of Government Ethics annual financial disclosure statement program. You will review and prepare documents for administrative separations, analyzing them in light of pertinent manuals, and instructions. You will manage office budget and in depth knowledge of government purchase card program.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.
  • Relocation expenses (i.e. PCS) or relocation incentives as described in 5 USC 5753 may be authorized in accordance with applicable travel regulations.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Utilizing and applying various federal and state statutes, court and/or administrative decisions and interpretations, rules, regulations, policies, and procedures pertaining to the administration of military health law and highly developed, specialized legal skills. Reviewing and analyzing issues of fact and law to prepare draft reports, propose findings of fact and opinions and recommendations, synthesize case digests, etc. Utilizing sources of law and regulations such as: Federal, state, local, and military), Manual of the Judge Advocate General (JAGMAN), Manual for Courts-Martial, Uniform Code of Military Justice, Naval Military Personnel Manual (MILPERSMAN), Navy Regulations, Lexis-Nexis, Civilian Personnel Procedures Instructions, Collective Bargaining Agreement, Merit System Protection Board, Equal Employment Opportunity Commission, federal and state regulatory codes, federal and state statutes, and law digests. Interviewing potential witnesses, union representatives, employees, supervisors, and other sources of information, and skill in developing evidence to support the agency's litigation activities. Performing office management and administrative functions to recognize problems and solutions, recommend changes, and develop and implement procedures for office practices in complex situations. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-11

Ph.D. or equivalent doctoral degree

OR

3 full years of progressively higher level graduate education leading to such a degree
OR

LL.M., if related

OR

A combination of experience and graduate education as described above that equates to one year of experience
