This position is located in the Department of Homeland Security (DHS), Science and Technology Directorate (S&T), Office of National Laboratories (ONL), Plum Island Animal Disease Center (PIADC), Transition and Closure Support Program (PICS). The primary purpose of this position is to provide contract management and support services, project management services and general program support in the area of facility operations. Non-BU: This is a non-bargaining unit position.

Duties

As a Facility Operations Specialist, GS-1640-13, your typical work assignments may include: Serving as a senior operations liaison and facilities subject matter expert (SME) to help ensure effective operations and maintenance (O&M) continuity and collaboration on behalf of the DHS PIADC Operations, Science and Transition & Closure Departments throughout the remaining lifespan of the facility to closure/conveyance. Planning, managing, and coordinating the sharing and efficient allocation of O&M-related and other resources, activities and infrastructure to provide services for ongoing science mission requirements in parallel with concurrent and future transition activities primarily from an infrastructure, environmental and biosafety perspective (e.g., decommissioning, decontamination, dispositioning) aimed at preparing the facility for closure and ultimate conveyance. Engaging extensively with contractors performing a wide variety of operations and maintenance and other services as well as with various federal program managers, New York State regulatory stakeholders, contract oversight and contract staff (e.g., Contracting Officers, Contracting Officer Representatives, program/project managers, etc.) and other internal and external stakeholders. NOTE: The Plum Island Animal Disease Center mission activities will be transferred from the US Department of Homeland Security (DHS) to the US Department of Agriculture (USDA) in a transition through 2027 circa. However, the subject position will not be transferred to USDA, and will be absorbed by the Office of National Labs (ONL), an organization within the DHS Science and Technology (S&T) Directorate.   • Work may occasionally require travel away from the normal duty station on commercial aircraft.
  • The incumbent is required to travel daily to and from either Orient Point, New York, or Old Saybrook, Connecticut, to Plum Island aboard Government provided marine vessels.
  • As contract services at PIADC are provided on a 24/7 365 basis, the incumbent is expected to periodically work outside of normal work hours (evenings, nights, weekends, and holidays) as necessary to meet contract management/oversight objectives.
  • You must be able to achieve and maintain the following certifications/qualifications: Project Management Professional (PMP), ISO 9001 Lead Auditor, and Incident Command System level 300 and Contracting Officer Representative.
  • This position is required to work in a biosafety level 3Ag environment where high threat livestock biologic agents can be transmitted by aerosol.
  • You must be able to meet job-related medical and/or fitness standards. You will be subject to an initial and periodic physical examination.
  • Select Agent clearance is required.

Qualifications

Specialized Experience: You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal government, performing duties such as: 1) Coordinating with internal and external customers to recommend changes to facility plans, methods, and procedures to prevent problems and/or determine appropriate facility upgrades and maintenance; 2) Reviewing work performed to ensure compliance with requirements stated in the Statement of Work; 3) Conducting studies and/or surveys to determine program compliance with decommissioning standards. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary.
