About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. .

Duties

Serves as the records and information management specialist for United States Army Investigative Records Repository Responsible for accession, storage, security, and disposition of intelligence and other records. Reviews and releases copies of records to authorized requesters. Ensures compliance with regulatory guidance on third agency release and privacy rights. Maintains audit trails and disclosure accounting records for all files released to third parties. Updates records and indices for the most recent and accurate information. Maintains File Procurement Accounts and Officers for Army and other Federal Government agencies. Reviews incoming account requests and prepares agency memo letters for actions taken. Performs review and certification of documents for accuracy, legality, and retention. Manages the retrieval of retired records for various requests and legal actions. Conducts retention review of records for reduction or elimination.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
  • Must be able to obtain and maintain a Top Secret security clearance based on a single-scope background investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
  • Performs occasional temporary duty travel 25% or less.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience performing two or more of the following: Maintaining records for intelligence operations in compliance with policy requirement. Reviewing, certifying, and/or digitizing official documents for accuracy, legality, and/or retention according to Army regulations, the Privacy Act, and federal laws. Conducting in-depth assessments of intelligence and personnel security files to determine proper disposition in accordance with Army regulations on intelligence activities and records management. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Library and Information Science, Records Management, Archival Studies, Public Administration, Law, etc. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
