This position is organizationally located in the Warehouse Branch, Secure Logistics Division, Operations Directorate, Global Operations Directorate (A/GO/OPS/SL). The incumbent is responsible for planning development, management, security, execution and coordination of a complex distribution center operation supporting the Department of State and Foreign Affairs Agencies located at approximately 275 worldwide locations.
Duties
Supervises the overall distribution center operations which are responsible for the receipt, storage, and shipping of the material within their custody.
Responsible for the receipt, stock, storage, inventories, issuance and shipment of all equipment and spare parts.
Reviews and maintains the currency of material requirement planning for assigned items, which includes preparation of Bills of Material (BOMs), identifying equipment, authorizations for posts and stations abroad
Develops, analyzes, evaluates, or improves the effectiveness of work methods and procedures, organizations, manpower utilization, distribution of work assignments, delegations of authority, management controls, information and documentation systems.
Maintains working liaison with commercial vendors, the foreign affairs community, including in particular, other overseas agencies to which communications support is provided.
Requirements

Qualifications
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience providing warehouse support and services that include secure receipt, storage and shipment of sensitive electronic equipment, construction material, furniture, and medical supplies.
Experience identifying problems, determining trends, and recommending courses of action related to supply distribution operations.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
Ability to assign, review, and supervise the work of others;
Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
Ability to adjust to change, work pressures, or difficult situations without undue stress;
Willingness to consider new ideas or divergent points of view; and
Capacity to "see the job through."
There is no substitute of education for specialized experience for the GS-13 position.
