THIS IS A NORTH DAKOTA NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This ND National Guard position is for a PUBLIC AFFAIRS SPECIALIST, Position Description Number D2383000 and is part of the ND 119 Wing, National Guard.
Duties
This position is located in the Public Affairs Function of a state Air National Guard Wing. Under direct supervision of the wing commander. This is an Air National Guard dual status technician position that requires military membership, compatible military skill assignment and classification. The primary purpose of this position is to carry-out a wide range of public affairs assignments that include social media, media operations, community engagement, command information, communication planning, contingency/crisis response, environmental, security, policy review, and public affairs resource management in support of the mission and the commander's priorities. The position modifies standard methods, evaluates the effectiveness of information, and adapts approaches in developing new informational materials aimed at enhancing the understanding of recipients.
Prepares internal and external public affairs products for distribution through social media, DVIDS, wing website, and release to civilian media, as applicable.
Performs work for the production/management/maintenance of electronic and web-based information products.
Organizes, coordinates, publicizes and conducts periodic events with local organizations such as, community councils, local governments, Chamber of Commerce, and state and national legislative offices.
Responds, in a timely manner, to media queries concerning special events, mobilizations, exercises, aircraft incidents, or accidents.
Requirements

- This is an excepted service position that requires membership in a compatible military assignment in the ND National Guard, required prior to the effective date of placement.
- Selectee will be required to wear the military uniform.
- Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
- Applicants who are not currently a member of the ND National Guard must be eligible for immediate membership and employment in the ND National Guard in the military grade listed in this announcement.
- Males born after 31 December 1959 must be registered for Selective Service.
- Federal employment suitability as determined by a background investigation.
- May be required to successfully complete a probationary period.
- Participation in direct deposition is mandatory.
- You must be able to obtain and maintain a secret security clearance.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
- Must have scored at least a 72 (G) on the ASVAB and foreign nationals are not permitted entry into the AFSC
- Normal color vision as defined in AFI 48-123, Medical Examinations and Standards.
- A favorable evaluation of a voice audition.

QUALITY OF EXPERIENCE
Length of time is not of itself qualifying. GENERAL EXPERIENCE: Applicant must possess experience, education or training in 1) administrative, professional, investigative and/or technical work; 2) evaluating information and/or using analytical skills to disseminate effective communication; 3) experience in compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information; and 4) experience using computers and automation systems.
SPECIALIZED EXPERIENCE:Must meet one of the following:
A) I have successfully completed a Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position or LL.B or J.D., if related. (Note: You must attach a copy of your official transcripts.)
OR
B) I have a Combination of Education and Specialized Experience according to the following formula: (a) your total months of full-time specialized experience as a percentage of a 12-month total; PLUS (b) your total number of qualifying graduate semester or quarter hours as a percentage of one year of graduate study. The total of the two percentages must equal at least 100 percent. (Note: You must attach a copy of your official transcripts.)
OR
C) I have one year of specialized experience at the GS-7 grade level or civilian equivalent experience; 1) knowledge of writing, communication principles, methods and techniques that relate to the public affairs of an agency; 2) applying and adapting knowledge of strictly controlled situations of an agency; 3) writing articles on routine events of non-controversial subjects; 4) responding timely and appropriately to requests for information concerning agency programs and services; and 5) participating in meetings with specialized groups to listen to and understand feedback on agency programs that are of particular interest to public.

Education
