The Chief, Sterile Processing Service (SPS), reporting directly to the Associate Director for Patient Care Services (ADPCS) at Beckley VA Medical Center (BVAMC). The department of SPS provides the technical supply functions of collection, decontamination, processing, packaging, sterilization, and distribution of all Reusable Medical Device (RMD).
Duties
Major Duties:
Ensure all areas where pre-treatment/cleaning actions occur, which includes the facility and all outpatient clinics, regardless of organizational alignment of the personnel performing the actions, are functioning effectively.
Direct the facility SPS program performing technical work in the reprocessing of RMD.
Ensures all educational and training requirements per national guidelines are completed for SPS staff preforming reprocessing actions.
Directly supervise and oversee all reprocessing functions in the highly critical Endoscopic Reprocessing Area.
Ensures assignment of workflow and manpower requirements in all reprocessing areas are adequate.
Provide direct supervision and management of the following areas: Decontamination, preparation, case cart prep storage and sterile storage.
Plan and assign work on a daily, weekly, quarterly, and annual basis; set deadlines and priorities.
Develops SOPs and ensure Instructions for Use (IFU) are adhered to.
Develop performance standards.
Scheduling delivery and replacement of medical equipment throughout the medical center.
The facility's reprocessing of all RMD is performed with high reliability according to current manufacturer's instruction wherever these processes are performed regardless of who is performing them.
All personnel who are in any way involved in reprocessing of RMD must have documented training in the setup, reprocessing, and maintenance of specific equipment. Initial validation of competency will be completed, and minimally, on an annual basis.
Delegates authority to all employees involved in reprocessing RMD.
Work Schedule: Monday - Friday, 0700am - 3:30pm, and occasional rotating shifts.

Qualifications
Applicants pending the completion of educational, or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Experience. Six months of experience that demonstrates the applicant's ability to perform the work or provides an understanding of the work.
Education. One year above high school that included at least 6 semester hours in health care related courses such as sterile processing, nursing assistant, hospital corpsman, and operating room and surgical technician courses or other courses related to the position: or
English Language Proficiency. MSTs must be proficient in spoken and written English in accordance with chapter 3, section A, paragraph 3j, this part.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grandfathering Provision. All MSTs that are employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, that are part of the basic requirements of the occupation. For employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply.
Employees grandfathered into the GS-622 occupational series as MSTs may be reassigned, promoted up to and including the full performance (journeyman) level, or changed to lower grade within the occupation.
MSTs who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis until they fully meet the basic requirements of the standard.
MSTs who are converted to title 38 hybrid status under this provision and subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation.
Grade Determinations: GS-10. Candidates must have at least one year of equivalent to the next lower grade level of the GS-09. The Chief of SPS is responsible for having a thorough knowledge of fund allocations and appropriate budget principles, procedures and practices as required to plan and execute a budget. Provides leadership and guidance in determining the resource needs of SPS. This position is responsible for: drafting annually the fiscal year budget plan by interpreting historical data and predicting or estimating future requirements, managing the SPS Equipment Inventory Listing (EIL), assigned to SPS through the non-expendable property program for the assigned facility, having an in-depth knowledge of management principles and practices and the ability to manage a broad range of work activities of a diverse staff. This includes the development of performance plans, evaluating work performance, recommending awards, counseling of employees whose performance is marginal or unsatisfactory, initiating disciplinary actions when necessary, and hearing and resolving complaints from employees. Responsible for ensuring all staff are trained and competent to perform duties. Serves as the Contracting Officer's Representative (COR) for the needs of SPS. Information pertaining to monitoring Reusable Medical Devices (RMD) throughout the facility will be reviewed and processed by the SPS Reusable Medical Device Committee that is chaired by the Chief of SPS. Issues, adapts, implements, and maintains local SPS policies and Standard Operating Procedures (SOPs) as applicable to specific facility programs. Solicits assistance from, or responds to, inquiries from outside regulatory and advisory agencies to ensure compliance with established policies and procedures from organizations such as the Food and Drug Administration (FDA), Association for the Advancement of Medical Instrumentation (AAMI), Joint Commission (JC), International Association for Healthcare Central Service Material Management (IAHCSMM), Association of perioperative Nurses (AORN), and others. The Chief of SPS is responsible for developing policies and procedures that meet the infection prevention standards set by JC, AAMI, AORN, IAHCSMM, and for monitoring compliance with those policies to meet established local, VISN, VHA and JC requirements for safe patient care.
Preferred Experience: Sterile Processing Supply Management experience 3 to 5 years.
