This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicare and Medicaid Innovation (CMMI).
As a Physician, GP-0602-15, you will lead the development and implementation of new care models and payment approaches that serve Medicare, Medicaid and CHIP beneficiaries, and enhance the quality of health and health care and reduce costs.
Duties
Advises the Director and Deputy Directors of CMMI, on the activities necessary to ensure the successful completion of developing, planning, implementing and operating innovative models of payment and national health care service delivery for CMMI.
Serves as the CMMI expert clinician for the expansion of CMS/CMMI payment and care delivery models that have proven successful in reducing spending while improving or maintaining clinical quality, while maintaining spending levels.
Serves as an advisor and a nationally recognized medical consultant to CMS and CMMI leadership concerning the development of performance measures to evaluate the quality of care provided by hospitals and other care settings to CMS’ beneficiaries.
Serves as a trustworthy clinical partner to the provider community, developing and maintaining collaborative relationships through mutual understanding of providers' needs and concerns.
Consults with representatives of CMS, other relevant federal agencies, states, clinical and analytic experts, health care providers, beneficiaries and other payers to obtain and further develop ideas and concepts.
Requirements

- The incumbent must possess a Doctor of Medicine (M.D.) or Doctor of Osteopathy (D.O.).
- The incumbent must possess an active Board Certification in a recognized medical specialty, which must be maintained throughout duration of appointment
- The incumbent must hold a current license to practice medicine in a State or territory of the United States or in the District of Columbia. Medical license must be maintained throughout duration of the appointment.
- A FInancial Disclosure Statement, OGE-450 will be required.

In order to qualify for the GS-15, you must meet the following: You must demonstrate in your resume 5 years of graduate training in the specialty of the position to be filled or equivalent experience and training.

Substitution of Experience for Residency Training: Experience may not be substituted for residency training that is essential for the performance of specialized duties. For example, specialists such as psychiatrists and surgeons must complete the number of years of accredited residency training required in their respective specialties. An exception may be made when a peer panel of physicians (subject-matter experts) determines and documents that the knowledge, skills, and abilities acquired in professional medical practice are equivalent to those acquired during the same period of time in a graduate training program.
Teaching Experience: Graduate teaching experience as a member of the faculty in a school of medicine or school or public health may be credited for training positions or as appropriate for specialist positions. (Teaching undertaken as a part of a residency or fellowship training does not satisfy this requirement).Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
Education Requirement: In addition to meeting the qualification requirements, all candidates must have the following educational requirements:
Degree: Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association (external link); Association of American Medical Colleges (external link); Liaison Committee on Medical Education (external link); Commission on Osteopathic College Accreditation of the American Osteopathic Association (external link), or an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained.
Degree from Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates (external link), a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination.Graduate Training: Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training. For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada.
