Duties

You will review plans, specifications, shop drawings, and requests for changes to determine site compatibility, applicability of terrain and soils, feasibility of structures and to anticipate problems. Conduct job site inspection of work in progress to ensure compliance with plans, specifications, procedures, use of materials, contract provisions and schedules, and shop drawings. Ensure adherence to safety program, checking work areas, methods of performance, etc., for safety practices. Ensure compliance with procedural requirements on contractor's cost proposals, develop cost estimates, determine most practical methods of accomplishment and time. Prepares routine and special reports, memorandums, and correspondence reflecting the status of construction progress, delays in construction, noted deficiencies, and compliance with standards, materials, and/or contract modifications.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires you to possess and maintain a Valid State Driver’s License.
  • This position has a Temporary Duty (TDY) or business travel requirement of up to 25% of the time.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

Qualifications

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel in DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience which includes: (1) Interpreting engineering and architect plans and/or specifications; (2) Resolving complex problems encountered while inspecting construction projects; and (3) Conducting inspections of construction sites to ensure compliance with project plans and specifications and/or safety protocol. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).
